- This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions". US Army Corps of Engineers, Portland District intends to award a sole-source, Firm-Fixed Price contract with VibroSystM, Inc., 2727 East Jacques-Cartier Boulevard, Longueuil, QC, J4N 1L7, Canada. The purpose of this acquisition is to provide repair and maintenance support to determine the cause of failure for the four (4) VibroSystM Zoom 5000 units in Bonneville Powerhouse 2 (Fish Units 1 & 2 and Main Units 12 & 16). Update firmware and software in remaining units if that is cause. Otherwise make recommendations for repair of non-working units. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 334118 Computer Terminal and Other Computer Peripheral. The size standard as defined by the U.S. Small Business Administration is 1000 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 08:00 AM Pacific Standard Time on December 15, 2015 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
