- The U.S. Army Contracting Command – New Jersey (ACC-NJ) on behalf of the U.S. Army Armament Research, Development and Engineering Center (ARDEC) Financial Management Office (FMO), located at Picatinny Arsenal, NJ, is seeking possible sources capable of providing application support to a number of Army financial systems to include Standard Operation and Maintenance Army Research and Development System (SOMARDS), General Fund Enterprise Business System (GFEBS), a regional Data Base 2000 (DB2) system, the SAP Enterprise Resource Planning (ERP), Cold Fusion, ORACLE tool sets, and COGNOS tool sets. The Contractor shall provide all personnel, material, tools, supervision, quality control, and other items necessary in support of the afore mentioned tools and applications, ARDEC financial systems, and ARDEC policies and procedures. The Contractor shall be responsible for providing administrative support for ARDEC business applications, customer order control points, and financial applications. A majority of the effort includes application development and maintenance, application installation and integration, software development, help desk support, and analyzing and processing data. The Contractor shall be required to have extensive experience in all the above programs and applications. The Contractor shall have extensive experience and expertise in the life cycle support of business applications systems. The Contractor’s responsibility shall include but is not limited to: integrating ARDEC’s SAP, COGNOS, and SOMARDS data environments used in the Planning, Programming, Budgeting, and Execution System (PPBES) Process, designing, developing and maintaining ARDEC’s web enabled Financial Report suite content and Business Warehouse (BW) physical architecture, ensuring data integrity, validity and reliability as maintained and accessed through the Financial Report suite, participating in the Financial Management Report Process (FMRP) to develop new reports or modify existing reports to meet customer needs, developing and testing the functionality of reports prior to production and provide desk top technical support to ARDEC review requisitions for the procurement of new equipment and software, and prepare equipment identified for turn in according to Government procedures. This effort will be performed on site at Picatinny Arsenal or another Government location which has the required equipment. Planned Acquisition: In preparation for a possible future procurement, the Army Contracting Command – New Jersey is performing this market research to aid in the development of its acquisition strategy and plan. The Government anticipates Multiple Award, Firm Fixed Price, 3 year Task Order Contract.
