- SUBJECT: Air Operations Center Weapon System (AOC-WS) - Prephix V5 Training. (PK2030) RESP DATE: 15 December 2015 CONTACT: Heidi Bosinger-Waldron, 781-225-0603, heidi.bosingerwaldron@us.af.mil The announcement constitutes a Notice of Proposed Contract Action (NOCA) for a non-competitive contract to be negotiated with The Boeing Company, for the purpose of Prephix V5 Training in support the AOC. The contract will provide the Air Force with the following product: Prephix V5 Training in support 10.2 AOC program. The Boeing Company is the developer and sole certified trainer of Prephix v5 software and training. Please direct questions and responses regarding this synopsis to the Contracting Officer Ms. Jessica Nelson jessica.nelson.6@us.af.mil or the Contract Specialist Ms. Heidi Bosinger-Waldron, heidi.bosingerwaldron@us.af.mil no later than 2:00 PM EST, 15 December 2015. This synopsis is for planning purposes only, and does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP). Nor does its issuance restrict the Government as to the ultimate acquisition approach. The information you provide will be evaluated to identify qualified potential offers. AFLCMC/HBBK will not release to any firm, agency, or individual outside the Government, any information marked with a proprietary legend without written permission from the respondent. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC/HBBK. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offers, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements and/or recommendations to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman will be included in this acquisition's solicitation and contract.
