- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. VISN 19 which include: Cheyenne, WY, Grand Junction, CO, Fort Harrison, MT, and Sheridan, WY and the Network Contracting Office (NCO) 19, Glendale, CO are performing market research to determine if there is a sufficient number of qualified (1) Service Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; or (3) Small Businesses firms to set aside a Firm Fixed Price Contract requirement for The School at Work Program. The Government will use responses from this notice to make the appropriate acquisition decisions. The proposed solicitation will be issued in accordance with FAR Part10. All businesses capable of providing these services are invited to respond. Firms responding shall specify they can meet the required specifications: All interested firms shall submit a response demonstrating their capabilities to provide the School at Work Program to VISN 19, Rocky Mountain Network. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore do not request a copy of the solicitation. The decision to solicit for a contract shall be solely with the Government discretion. NAICS code to be used for this acquisition is 611710. The Government reserves the right to consider a small business set-aside based upon responses here to for any subsequent acquisition. Respondents are further requested to indicate their status as a foreign owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. Firms responding should indicate their socio-economic status (i.e. small business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, etc.). Firms responding should also indicate whether they have a Federal Supply Schedule (FSS), GSA Schedule, and or VA FSS NAC contract by replying with their applicable contract number. The general definition of a small business is one that is independently owned and operated, is not dominated in the field of operation in which it is proposing on Veterans Administration contracts and with its affiliates; and the number of employees does not exceed 500. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any cost associated with the submission of information in response to this notice. PHONE CALLS ARE NOT EXCEPTED. 1.Title of Project:School At Work (SAW) Program 2.Scope of Work: School at Work (SAW) is a six month career development system that will be delivered to VISN 19 Facilities using a blended learning system: on-line coursework, DVD classroom sessions, and participant workbooks. Instructional tools shall be provided by the Contractor. The Contractor must be a workplace education and e-learning company. During the SAW "Building A Career Ladder in Healthcare" program participants develop a Career and Learning Plan (CLP) that helps them identify and achieve personal career goals through self-assessments and other exercises. Students attend class two hours per week for twenty-two (22) weeks for a total of six months. The facility conducting a SAW session will have a Coach and Career Advisor provided by each Medical Center. The Coach facilitates the blended learning system committing 4 hours per week (two hours in the classroom, and approximately two hours in the management of the program). The coach serves as a project manager for the SAW class, works closely with internal staff (e.g. student supervisors), keeps attendance records, and monitors the completion of the online components. The coach must have good computer skills, strong communication and facilitation skills, suggested previous experience in education, recruiting, or human resources, and must be familiar with the healthcare organization. The Career Advisor will meet one-on-one with students throughout the course to help them map out their Career and Learning Plan. The Career Advisor should meet with each student, one-on-one, 3-4 times during the SAW program. School at Work provides career development opportunities to employees who are hard-working, committed to a future in healthcare, have potential, but cannot advance without more education. The focus of School at Work (SAW) is to develop a highly skilled, customer-focused work force that will provide exemplary leadership for the 21st century. 3.Background: Currently, VISN 19 has limited opportunities for employees in grades GS-01 thru GS-05 and equivalent Wage Grades. To improve upward mobility, diversity, loyalty, talent, and patient care, those employees that "feel stuck" in entry-level positions need to be provided with new learning opportunities and better chances to succeed. To improve diversity within the organization, and to improve EEO performance, there is a need to have employees learning new tasks, and learning how to develop their skills in order to be successful in their career advancement. The School at Work (SAW) provides learning opportunities to employees in GS-01 thru GS-05 and employees in Wage Grade equivalent. In the School at Work program, employees develop computer skills, math, reading, grammar, writing, medical terminology, principals of patient safety and satisfaction, and organizational skills. 4.Performance Period: The SAW Program will be launched within FY 2016. A specific schedule of events will be established by the Facility and VISN DLOs and vendor after contract is awarded. 5.Type of Contract: A firm -fixed price contract. B.CONTRACT AWARD MEETING Not required. However, after the contract is awarded, the vendor is required to meet with the VISN DLO to discuss logistics and requirements for the program. C.GENERAL REQUIREMENTS/Mandatory Deliverables. Facilities will have the option to have up to 10 participants; the mandatory deliverables will be up to 10 based on the need of each facility. 1.SAW program materials for up to 10 participants (SAW Starter package) per facility, as requested. 2.Screening Assessment for up to 10 participants per facility, as requested. 3.Online Program Evaluation survey 4.Program Certificates of Completion D.EVALUATION Criteria: 1.Past Performance:Level 4 (organizational impact data, such as # of participants retained, # of participants promoted, # of participants back in school for higher level education, employee satisfaction, etc.) on SAW program from other government agencies, medical centers or private organizations who have implemented SAW for the past 2-3 years. 2.Comparative Price from other government agencies, medical centers or private organizations who have implemented SAW 3.Quality Assurance documentation -documentation of consistency in curriculum delivery; minimal failure in products; minimal process flow defect in product/program implementation; low variability in results from various government agencies, medical centers or private organizations who have implemented SAW. 4.Technical Capability - ability to provide technical support during implementation of the program. ? E.SCHEDULE FOR DELIVERABLES This is a tentative schedule, to be confirmed after the contract is awarded. The dates may be moved and flexed by the VISN DLO based on other priorities. 1.Marketing Tools to be provided by end of January 2016 2.SAW Starter Package by end of January 2016 3.Coach Training in early November 2016 4.Screening Assessments in January 2016 5.Program Evaluation after the 6-month program 6.Program Certificates at Graduation F.REPORTING REQUIREMENTS The vendor should submit a summary of the program evaluations to the VISN DLO within 1 month of completion of training. G.TRAVEL: N/A H.CONTRACTOR EXPERIENCE REQUIREMENTS Qualifications of Key Personnel The vendor shall identify by name the key instructor who will conduct the Coach Training. The instructor must have adequate prior experience in conducting the Coach Training in either the private or government sector. Planning Call between the vendor and the VISN DLO is contingent on contract finalization. L.CONFIDENTIALITY AND NONDISCLOSURE No sensitive information will be exchanged. M.CONTRACTOR PERSONNEL SECURITY REQUIREMENTS No security requirements necessary because Coach training will be held off site. O. CONTRACT AWARD OPTION This will be a multi-year contract; however exercising the option years will be contingent upon satisfactory documented results.
