Small Business Sources Sought Notice Facilities Support Services for NINDS HHS-NIH-NIDA-SSSA-SBSS-16-049 Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Institute on Drug Abuse, Station Support Simplified Acquisitions, 31 Center Drive, Room 1B59, Bethesda, MD 20892, UNITED STATES. Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources, (2) whether they are small businesses; HUBZone small businesses, service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Background: The National Institute of Neurological Disorders and Stroke (NINDS) is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. In efforts to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease, NINDS utilizes a number of facilities, including biomedical investigative environments, which require support services. Please note that NINDS Facilities include biomedical environments such as two freezer farms as well as spaces containing HVAC, nitrogen(N2), carbogen (CO2O2), carbon dioxide (CO2) [lab vacuum, lab gases, lab air], bio-hazard storage, fume hoods, bio-safety cabinets, air tables, centrifuges and vivariums. Purpose and Objectives for the Procurement: The purpose of this requirement is to acquire facilities support services for on-site facility maintenance, minor alterations, and repairs of a handyman nature for the National Institute of Neurological Disorders and Stroke (NINDS) facilities. The contractor shall provide facility maintenance and repair services in support of NINDS leadership, operations staff, Principal Investigators (PIs), as well as the scientific community and other relevant stakeholders of the NINDS as they require services on NINDS sites to support successful project completion. Project Requirements: The contractor shall provide services and materials for the following tasks: A. Facilities Support Services The contractor shall provide office furniture reconfiguration, laboratory casework reconfiguration, and office furniture assembly and disassembly services. The contractor shall provide installation services to include whiteboard, artwork, certificate, and coat hook installation. The contractor shall also install monitors with wall mounts, office and laboratory shelving, camera rigging, doors, window shades, utility regulators, and small gas tank brackets. The contractor shall perform wall patching, painting, carpet replacement, and rubber base replacement services, as well as general moving services in the local Montgomery County, MD area and equipment connection services. All services are to be professionally performed and the contractor shall be responsible for set-up and clean-up for efforts. B. Materials Provision The Contractor shall provide all materials necessary for required tasks as directed. These materials shall be considered other direct costs (ODCs). The Contractor shall provide ODC proposals with samples and price information for Government review in all cases. ODC proposals shall be researched by the Contractor based on specifications provided by the Government. Proposals shall include a best recommendation with rationale as well as alternative options for Government consideration. Other direct costs shall be reimbursed to the Contractor on a not-to-exceed basis within a maximum ODC amount to be determined. All ODCs incurred must be reviewed and approved by the Contracting Officer's Representative in writing prior to being incurred. C. Project Management The Contractor shall provide project management support to ensure adequate staffing and supervision of staff as necessary for smooth and professional operations of facilities support activities. This effort shall oversee staffing and timing of all project task areas and shall communicate with the Government for all requirements. The Contractor shall simultaneously manage and complete several on-going projects successfully at one time and shall respond to service requests by telephone within 4 hours. Timeliness of projects will vary and shall be discussed between the Contractor and the Contracting Officer's Representative (COR). Generally, early morning installations and access are desired and most tasks are expected to be completed within one to two days following direction. Project management support shall also provide for reporting requirements. The contractor shall be responsible for proper invoicing, materials/other direct costs proposals, and cost documentation. In particular, the contractor shall ensure the inclusion in all invoices of costs associated with labor and other direct costs as well as the inclusion in all materials/other direct costs proposals of specific details and all cost information associated with the proposed items. Other Requirements: The contractor shall perform work in animal environments as required and must abide by vivarium procedures and rules which shall be explained at the start of performance. Access and training provided by Animal Care Staff is required prior to any work occurring in the animal areas. The contractor shall be required to comply with applicable Federal and State worker's compensation and occupational disease statutes. Employer's liability coverage of at least $100,000 shall be required except in states with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. The contractor shall also be required to have general and automobile liability insurance. Anticipated Contract Type: The Government anticipates award of one (1) cost reimbursement plus fixed fee contract sourced under FAR Part 15 in reference to this requirement. Anticipated Period of Performance: The anticipated period of performance is 03/28/2016 through 03/27/2017 plus 4 (four) one-year option periods. Capability Statement: Contractors that believe they possess the ability to provide the required equipment should submit documentation of their ability to meet each of the project requirements to the Contract Specialist. The capability statement should include 1) the total number of employees, 2) documentation of ability to provide the required support services, and 3) any other information considered relevant to this program. Contractors must also provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. Interested organizations are required to identify their type of business, applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Lauren Phelps, Contract Specialist, at Lauren.Phelps@nih.gov before the closing date and time of this announcement. All responses must be received by the specified due date and time in order to be considered. Note: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending. The Government anticipates negotiation of a cost reimbursement type contract.
