- The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is NOT a request for competitive proposals. However, the Government will consider all responses stating their capability received before 12 Noon on Monday 07 December 2015 EST. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Medalcraft Mint is the only source capable of fulfilling the Governments requirement. Medalcraft Mint already has the die, the design of the CNO challenge coin and the signature proof of the current CNO. The die used for the CNO challenge coin is proprietary to Medalcraft Mint and therefore makes it impossible for other mints to fulfill this requirement without the Government incurring additional costs.
