Description
Vallon Detector Statement of Work Vallon Detectors FFP -Brand Name N00174-16-R-0002 This is a combined synopsis solicitation for a commercial brand name mandatory supply product prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This synopsis is being issued competitively under other than full and open competition based on brand name mandatory for the Vallon VMH3CS Detector Kit, Vallon VMC1 Detector Kit, Vallon VMR3 Detector Kit, and associated training. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. In accordance with 13.501, the brand name justification is provided below. This request for quote (RFQ) N00174-16-R-0002 is the only written solicitation, which will be issued, unless amended. Offerors are ineligible for award unless registered in DOD's System for Award Management (SAM at http://www.sam.gov ) with completed and up to date representations and certifications for NAICS code is 334511, size standard 750 employees. The solicitation document, incorporated provisions and clauses are those in effect with the most current Federal Acquisition Circular. The Offeror shall provide a firm fixed price offer with 4 separate CLINs as follows : CLIN 0001 Three (3) VMH3CS Detector Kits which consists of the following : Vallon VMH3CS, test piece, operation manual, field manual, single D cell battery 1.5 volt alkaline (three each), field backpack, hardcase and headset. CLIN 0002 Twenty-six (26) Vallon VMC1 Detector Kit which consists of the following: Vallon VMC1, Test Piece, Operation Manual, Field Manual, Battery 1.5 Volts IEC R14 Alkaline (three each), Field Backpack, Backpack Drawing, Hardcase, and Headset. CLIN 0003 Three (3)Vallon VMR3 Detector Kit which consists of the following: Vallon VMR3 Dual Sensor Detector, VAP3 rechargeable battery block complete (two each), charger NT-VAP3 stand-alone without cables, cable with US plug for charger VMR2/3, adapter NT2-4 122V/5A complete mains cable, charger cable 12V/24V car output, battery compartment for 4 cells D-size, single cell battery 1.5V alkaline (four each), test piece minehound flush, test tube GPR deep, test tube GPR flush, non-magnetic test piece, headset complete, carrying belt (Berry Compliant), strap for armrest, operation manual VMR3, field manual VMR3, marking radar VMR3 and hard case complete VMR3. CLIN 0004: Training for the VMH3CS, VMC1 and VMR3 Detectors shall be held in Belene, Bulgaria. There will be 5 days training with a maximum of 25 students. Training is required in the English language at a 70% comprehension level in accordance with Statement of Work (SOW). The SOW is attached, N00174-16-R-0002 Statement of Work. Brand Name Mandatory The Vallon Mine Detectors (VMH3CS, VMC1 and VMR3) use advanced technology combining leading edge ground penetrating radar (GPR) and high performance metal detectors. Unique features include: •(1) A dual sensor metal for non-metallic mines which provides more precise detection capabilities utilizing GPR and high performance metal detector. •(2) Clear audio signals to alert an operator to the presence of potential mine threats. When a threat is located, the metal detector audio provides accurate position information and mass of metal indication. The GPR audio provides additional position and depth information, and gauges the radar cross-section to the target. •(3) A special soil program which allows the metal detector to adapt to the local soil Conditions. The Vallon Metal Detectors detect Anti-Personnel and Anti-Tank mines in almost all soil conditions except for heavy clay and saltwater. (4) Responses to the smallest flush buried mine (diam.>5cm) and detection of mines with minimum or zero metal contents, which is usually not detected by other metal detectors on the market. The Vallon mine detectors were designed specifically for use in the most challenging military and humanitarian demining operations and provide lightweight portability. Previous procurements of the detectors have proven to be very reliable in the field. Delivery is required to be 8 weeks after contract award for CLINs 0001-Clin 0003. Delivery under CLIN 0004 shall be conducted 180 days after notification that items are delivered into country. The offeror shall provide pricing for shipping for CLINs 0001-0003 within the applicable CLIN. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the RFQ is the lowest price technically acceptable offer. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quotes form, etc.) but must include the following information: 1.) Company's complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), ability to meet delivery requirement and unit cost of each product/service. 2.) The company's CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. 3.) All FAR certifications and representations must also accompany the quote unless available via the System for Award Management (SAM). This requirement will be awarded based on an all or none basis, to the lowest price, technically acceptable offeror. One purchase order will result from this Request for Quote (RFQ). Any questions must be submitted 5 days after issuance of this solicitation. No questions will be accepted after that time. Offers must be received no later than 12:00 p.m. EST on 21 Dec -2015.
