- Description
- NASA/ARC intends to extend contract NNA10DF26C with Science and Technology Corporation on a sole-source basis pursuant to 10 U.S.C 2304 (c) (1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The performance period will be extended for up to six (6) months, consisting of a two month base period, and four one-month option periods. The period of performance will be extended from February 1, 2016 through July 31, 2016, if all option periods are exercised. The extension will increase the current contract value. The purpose of the extension is necessary to continue critical on-going task order requirements to support research and development activities of the Systems Analysis Office; the Army Aviation Development Directorate; the Applied Modeling and Simulation Branch, and the Fundamental Modeling and Simulation Branches of the NASA Advanced Supercomputing (NAS) Division; and the NASA Aeromechanics Office. The major objectives include the development and application of technologies for the design and analysis of aerospace vehicles and systems, large-scale numerical simulations in support of NASA and Army mission critical engineering applications, and fundamental advances in numerical methodologies, algorithms, physical models, and application code development. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than NOON local time on Monday, December 7, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html.
