Description
PURPOSE: The purpose of this Sources Sought Notice is for information and planning purposes only and does not constitute a solicitation. Offers are not being solicited at this time. The Government does not intend to award a contract on the basis of this request for information. SUMMARY: VA's National Acquisition Center (NAC) is issuing this Notice to locate potential sources to serve as a unit-of-use re-packager/distributor of generic pharmaceuticals needed by the Department of Veteran Affairs (VA) healthcare facilities, to satisfy VA inpatient and outpatient needs. The NAC will purchase the products and arrange for delivery of such products to the contractor for repackaging. Potential re-packagers would need to be able to provide receipt, warehousing, inventory management, repackaging and labeling, packaging, online ordering capability, and distribution of pharmaceutical products. PROGRAM OVERVIEW: The NAC will purchase the products separately from this service, and arrange for delivery of such products to the re-packager for repackaging. The re-packager shall have the capability to provide repackaging of product in pharmacy grade, round, High-Density Polyethylene (HDPE), white plastic containers that include a child resistant convertible cap and tamper evident seal. These caps shall contain VA specific logos, to be identified by VA. All plastic must be identified with a number 1, 2, or 3 designations for recycling. The contractor is responsible for supplying, printing, and applying labels to the repackaged unit of use product following all regulatory requirements. Bar codes must be clear and defined with no break in the bar code graphics. All products shall be stored in a warehouse capable of maintaining drugs at USP controlled temperature, and segregated from contractor's other products. Contractor will receive orders from the facilities electronically, through the contractor's web-based interface and provide a fax line for manual orders, and ship FOB destination to approximately 160 hospitals located in every state, Puerto Rico, the Philippines, and Guam, and to 7 Consolidated Mail Outpatient facilities. Shipping costs will be a component of the contractor's repackaging fee. The re-packager must apply an adhesive label to each case used to ship full case quantities that accurately identify the contents of the case. All pallets shall be wrapped using black shrink wrap to encapsulate the pallet and containers. VA estimates that approximately 6.7 million bottles of various sizes ranging from 120cc - 950cc will be repackaged each year for a specific number (currently 8, but this number may increase or decrease) of drugs. The re-packager shall have enough warehousing capability to maintain an approximately 550,000 (this number may increase) bottle inventory [cased] at all times. The re-packager shall possess a Drug Enforcement Agency (DEA) certification for Class III (narcotic and non-narcotic), Class IV, and Class V controlled substances. The re-packager's control, accounting, and repackaging procedures shall conform to applicable FDA laws, regulations and requirements including those governing Current Good Manufacturing Practices (cGMPs) that prevent misbranding or adulteration of government owned products, as well as meet DSCSA requirements. The re-packager must have two years proven past experience as a re-packager in performing the breadth and depth of the repackaging services stated herein. The North American Industry Classification System (NAICS) code for this industry is 493110, and the corresponding small business size standard is $27.5M. This is determined by taking the annual average gross revenue of the business concern for the last three fiscal years.
