Description

This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals (RFP) or request for quotes (RFQ) and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified sources and their Small Business Administration (SBA) size classification in relation to North American Industry Classification System (NAICS). The assigned NAICS is 811219 with a size standard of $20.5 Million. The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is seeking sources to provide an all-inclusive service contract for scheduled and unscheduled preventative maintenance and repair services, operating system support to include telephone and online support, and hardware and applications software support coverage and software updates for the Government-owned Advanced Sterilization Products medical equipment (please attached equipment inventory spreadsheet). The service contract will include, but not limit to the following: 1.Corrective Maintenance 2.Planned Maintenance 3.Unlimited Technical Support 4.Software upgrades 5.Inclusive of OEM parts, labor, travel The intended contract will be a Firm Fixed Price (FFP) contract with a base year and up to one (1) option years. All healthcare systems under the purview of Veterans Integrated Service Network (VISN) 22 will be participating in this service contract. Information of healthcare system, to include the address, can be found on the attached equipment inventory spreadsheet. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall be in writing and include the following: a)Company name b)Address c)Point of contact d)Phone, fax, and email e)DUNS number f)Cage Code g)Tax ID Number h)Type of small business, e.g. Services Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), 8(a), HUBZone, Women Owned Small Business (WOSB), Small Disadvantaged Business, or Small Business i)Provide a copy of your company's current Representations and Certifications from www.sam.gov. j)Must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor. k)Provide any certifications and/or licenses, test/calibration equipment, and evidence of the ability of obtaining original equipment manufacturer parts. l)Provide previous contracts that are similar in nature and complexity. m)Any other pertinent information that may assist the Government in relation to this requirement, commercial standards, industry best practices, etc. n)Estimated cost for annual services After review of the responses to this sources sought synopsis, a solicitation announcement may be published to www.FBO.gov. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offeror(s) will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. Responses to this notice shall be emailed to the attention of Tue M. Tran at tue.tran@va.gov. Telephone responses will not be accepted. Responses must be received no later than December 8, 2015, 12:00 PM Pacific Standard Time (PST). Ensure the following title is within the subject line of the email: "VA262-16-N-0180: NCO 22 ASP SERVICE CONTRACT". Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
