- Synopsis Auto Titration System PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Water Supply Water Resources Division (WSWRD) The EPA/ORD/NRMRL/WSWRD in Cincinnati, Ohio has a requirement for an Auto-Titration System for its Drinking Water Research Laboratory. The system will replace an existing 15 year old Metrohm system that is comprised of: 1)751 Titrino with a 5 and 10mL buret for Cl- and alkalinity titrations. 2)685 Dosimat with a 5mL buret. 3)730 autosampler, single tower/single pump, with 16 position rack for 120mL sample cups. 4)PC controller system running Brinkmann Titrino Workcell software, v. 4.0 Current analytical uses focus on Chloride and Alkalinity determinations on drinking water matrix samples employing methods SM 4500-Cl--D and SM2320-B.4.b Alkalinity, using titrations to equivalence points, rather than fixed endpoint potentials or pH. Because of the research nature of studies supported by the laboratory, additional emphasis is put on flexibility and accuracy of algorithms to detect and quantify equivalence points in the analytical titrations. Requirements are for a completely automated system with PC controller, software, autosampler and titration module capable of being interfaced to an Sartorius BP221S analytical balance for sample mass input. Buret units must be capable of holding and dosing strong acids, such as nitric acid or sulfuric acid. The following are the intended minimum specifications for the Auto-Titration System: 1)Autosampler with a minimum of 16 sample positions capable of handling 50 -100 ml samples, requisite teflon or equivalent extension tubing to connect to buret units, and anti-diffusion buret tips for immersion in the solution being titrated. 2)Automatic buret rinsing and automated sample disposal to waste. 3)Titrator buret, 10 ml volume, capable of providing 10,000 step resolution. 4)Titrator buret, 5mL volume, capable of providing 10,000 step resolution. 5)Spare 5 mL buret unit for method development or matrix modification dosing 6)System should provide for rapid change over from one buret/analysis system to the other. 7)PC controller station with Win7 Professional operating system, printer and monitor. 8)Operating titration software with dynamic equivalence endpoint detection and automated pH electrode calibration capability, real-time and archivable display of titration curve details, and export of titration data and determine equivalence point(s) in user-definable Excel, CSV and space/tab delimited text files. 9)Must be capable of measuring pH, mV, temperature and Ion Selective Electrodes (ISE). 10)Software with programmability to automatically add matrix-adjusting chemicals from supplemental buret units. 11)System shall be capable of direct, electronic, sample mass upload from analytical balance. 12)Interface for Sartorius BP221S analytical balance. 13)pH electrode for Alkalinity determinations. 14)Combination Ag metallic or AgCl electrode for Chloride determinations. 15)All electronic cables and liquid tubing shall be included. 16)3 year warranty on all components. 17)Delivery thirty (30) days after award. This procurement will be accomplished using FAR Part 12 and 13 Procedures. The government anticipates awarding a single fixed price purchase order. The EPA anticipates award will be made by December 29, 2015.
