Description
Description: NSN 1005-00-726-5156 - Machine Gun Barrel being bought in accordance with General Dynamics (05606) P/N 7265156 and numerous drawings. Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice. The required quantity is 157 each with an option of 157 each; with the quantity of 32 each to be shipped to DODAAC (W25G1U) New Cumberland, PA 17070-5001 and the quantity of 125 each to be shipped to DODAAC (W62G2T) Tracy, CA 95304-5000. This item requires a Government First Article Test if the approved CAGE/PN is not being supplied. The required delivery is Government First Article is due in 120 days from date of award, Review of First Article is 120 days for Government review/approval, and delivery of production quantity after First Article Test approval is 365 days. Production Lot Testing (PLT) is also required for this procurement. Delivery of PLT is concurrent with production quantity (365 Days). Approval of PLT is 180 Days. Packaging/Shipping is 30 days; for a total of 815 days. This item has a phosphate coating requirement. FOB origin (First Destination Transportation applies) and Inspection and Acceptance at Origin are required. This solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp after the issue date of 12/16/15. Hard copies of this solicitation are not available. This solicitation is not set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance and delivery. The required delivery is 815 days. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the US by the Trade Agreements Act of 1979. All offers shall be in the English language and in US dollars. All interested suppliers may submit an offer. While price may be a significant factor in the evaluation of offers, proposals will be evaluated according to "best value" procedures on the basis of Price, Past Performance and Delivery. All offers shall be in English and in US dollars. Surplus material will not be considered. Export Controls (ITAR/MLI) apply. JCP certification will be required. Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Products Lists, Military Handbooks, and other standardization documents from the DoD Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST-Quick Search and, in most cases download the documents directly via the Internet using standard browser software. ONE BARREL PER LOT IN ACCORDANCE WITH NOR L12S3137 The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307.Submission of proposal by electronic commerce (e-mail) is allowed. E-mailed proposal shall not be transmitted directly to the contracting officer. Submit e-mailed proposals to the Bid and Abstract Room at: ContractorProposalDLALandandMaritime@dla.mil. E-mailed proposals cannot exceed 15MB.
