REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This RFI is in support of Market Research being conducted by the Air Force to inquire about one's ability to execute repairs utilizing a Firm-Fix Price. This is not a Request for Proposal (or Solicitation) nor does the Government intend to award a contract on the basis of this RFI. This RFI is issued solely for planning purposes. No funds are available to fund the information solicited. The information in this notice is current as of the publication date but is subject to change and is not binding to the Government. Oral submissions of information are not acceptable. Background of Overall Anticipated N2CS Effort: In order to meet the needs of the Government, the requirements for N2CS will include Field Service Representative (FSR), Program Management, Phase-In, Phase-Out, Engineering Services (both recurring and non-recurring), Software Sustainment, Repair/Sustainment, Modifications, Materials/Spares, Mission Support Facility (MSF) Operation and Maintenance, Travel, and Data. Anticipated Period of Performance: The anticipated period of performance will include a 60 day transition period, 5 one-year options, and two one-year incentive options. Description of RFI: The Government hereby seeks feedback from industry on the contractor's ability to execute repairs utilizing a Firm-Fixed-Price (FFP) structured as detailed in the Anticipated Period of Performance paragraph, above, and anticipated to be paid out in even monthly increments within each transition/option period. Specifics on potential reparable items along with repair demand for the latest three-year period are attached. Specific Feedback Sought: 1. Is FFP repair a feasible approach from the contractor's standpoint? 2. What are the potential risks to the contractor utilizing FFP for repair? 3. How could the risks provided under #2 be mitigated? 4. Provide a rough estimate of the percentage that cost to the Government would increase using FFP for repairs rather than Cost Reimbursable (CR)? 5. Please provide any other pertinent information in regard to utilizing FFP for repairs. Please submit your responses along with the following information to the Contracting Officer, Traci L.
