- Description
- Draft Statement of Work for the Expeditionary Maneuver Program Support requirement. The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to solicit offers, from qualified Contractors to provide Professional Services in support of the Expeditionary Maneuver (ExMan) Programs in support of Expeditionary Force 21 Initiatives. The tasking covers various areas of concern affecting NSWC PCD mission support areas for ExMan, such as Seabasing Operations, Movement of Combat Power Ashore, and Land Maneuver and Logistics Operations. A single Indefinite Delivery - Indefinite Quantity (IDIQ) contract is anticipated for a total of five years in length consisting of one 12-month base period and four options of 12-months each. The requirements described demonstrate the effort that the contractor shall provide under the subsequent Task Orders issued against the IDIQ contract. SYNOPSIS DESCRIPTION: The resulting contract is anticipated to be consisting of Cost-Plus-Fixed-Fee (CPFF) Line Items for labor and Cost-Reimbursement (CR) Line Items for Other Direct Costs (ODCs). THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE OR 8(A) SET-ASIDE BASED ON RESPONSES HERETO. A Pre-Solicitation Conference, for this requirement, will be held on 9 December 2015, 3:00 p.m.- 4:00 p.m, Central Standard Time (CST), at the La Quinta Inn & Suites, 1000 Thomas Drive, Panama City Beach, FL, 32408. All interested Offerors shall submit their intent to participate or questions regarding the pre-solicitation conference to Scott Dubuque, Contract Specialist, via e-mail at Scott.Dubuque@navy.mil no later than 7 December 2015, 4:00 p.m. CST. Attached is the DRAFT copy of the Statement of Work (SOW). If there are any questions in regards to the DRAFT SOW, there will be an opportunity for a question and answer session during the pre-solicitation conference. This requirement will ONLY be made available through Federal Business Opportunities (FedBizOps). The Government will NOT provide hard copies (paper sets) or CD-ROMs of the solicitation. Interested parties may download the solicitation upon its issuance from FedBizOps through the following web site: www.fbo.gov. It is imperative that interested parties review the web site frequently for any updates and/or amendments. The closing date of this synopsis is 8 December 2015. The solicitation will be made available on or about January 2016. The Department of Defense will no longer award contracts to contractors not registered in System for Award Management (SAM) database. Registration may be accomplished by accessing the SAM website at http://www.sam.gov/.
