Russell FB-CT Martin Luther King, JR FB Atlanta, Georgia PERIOD OF PERFORMANCE: April 1, 2016 thru March 31, 2021 SOLICITATION ISSUE DATE: December 1, 2015 OFFER RECEIPT DATE and TIME: December 30, 2015 Solicitation GS-04P-15-EW-D-0141 will result in the award of a single firm fixed price performance-based IDIQ contract for Combined (Operation and Maintenance and Janitorial) Services for the following locations in the Atlanta, Georgia area: The Richard B. Russell Federal Building/Courthouse 75 Spring Street Atlanta, Georgia 30303 The Martin Luther King, Jr. Federal Building 77 Forsyth Street, SW Atlanta, Georgia 30303 This acquisition is set-aside for vendors who are certified as Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Woman-Owned Small Business (WOSB) or HubZone. Competitive procedures will be utilized. The North American Industry Classification System (NACIS) code is 561210 and the size standard is $38.5 Million. The contract period will be from April 1, 2016 through March 31, 2017 with four one-year option periods. Award will be made based on Lowest Price Technically Acceptable (LPTA) to the firm submitting the proposal that offers the best value to the Government, technical and price factors considered. Accordingly, award will be made on the basis of the lowest evaluated price of the proposals meeting or exceeding the acceptability standards for non-cost/price factors. No tradeoffs are permitted. To be considered technically acceptable, no evaluation factor in the quote may be determined to be unacceptable. The failure of a proposal to meet all of the requirements under any factor will result in a technically unacceptable rating and preclude award. Offers/Proposals are due no later than 3:00pm Eastern Time on Wednesday, December 30, 2015 INSPECTION OF FACILITY The purpose of the pre-proposal conference and site inspection visit is to provide a briefing of the contracting concept, the scope of work, the specifications, and to allow prospective Offerors the opportunity to ascertain the complexities and the location of the services to be performed, along with the general and local conditions which could materially affect conduct of operations and the prices involved. The Government considers attendance vital to the preparation of a competitive proposal. It will enable the Contractor to become acquainted with the areas to be serviced, and to be aware of any specific problem areas which require special attention or services. Offerors are encouraged to attend the scheduled site visit. Failure to attend this meeting may not be used as an excuse for omissions or miscalculations in offers. It is emphasized that it is more advantageous for each offeror to have qualified representation at the pre-proposal conference and site inspection visit. The pre-proposal conference/site visit will be held on December 15, 2015 at 9:00am at the Richard B. Russell Federal Building/Courthouse and on December 16, 2015 at 9:00am at the Martin Luther King, Jr. Federal Building. Please see the Tentative Site Visit Schedule below for site visit information. INSTRUCTIONS FOR SUBMITTING PROPOSAL Submission and Content of Proposal The instructions below provide guidance for the preparation and submission of the proposal. The purpose is to establish requirements for the format and content of the proposal so that the proposal is complete, contains all the essential information, and can be evaluated equitably. The price proposal should reflect the pricing data submitted under Section B. Proposals shall be submitted in two (2) separate envelopes as follows: A. Part One Technical Proposal Part Two Price Proposal B. Offerors shall submit one (1) hard copy of both the technical and price proposal in addition to one (1) electronic copy of each submitted on an unencrypted USB Flash Drive/Jump drive containing no executable files (i.e. should contain Word, Adobe PDF, Excel files ONLY). The technical proposal shall not contain any pricing. The hard copy and electronic copy of both the technical and price proposals should mirror each other. Should there be any discrepancies or if the hard copy and electronic copy fail to mirror each other, the hard copy will be used during the evaluation. The electronic copy will not then be evaluated. The proposal package shall be comprised of two sealed envelopes, one to contain the technical proposal (hard copy and electronic copy) and marked "TECHNICAL PROPOSAL RFP GS-04P-15-EW-D-0141". One envelope shall contain the price proposal (hard copy and electronic copy) and marked "PRICE PROPOSAL RFP GS-04P-15-EW-D-0141". All envelopes shall be sealed in a third envelope and/or container and should be identified with the solicitation number and offeror's name. Proposals must be received no later than 3:00pm Friday, December 18, 2015. CONTENTS OF TECHNICAL PROPOSAL (Non Cost/Price Factors) The offeror's technical proposal shall be in the format described below. O&M MINIMUM PERFORMANCE STANDARDS (Factor 1) Complete and submit the "Minimum Performance Standards" worksheet provided as additional attachment. The offeror shall provide in their Past Performance references (Factor 3) a narrative as to how the standard was met. Additionally, it is the contractor's responsibility to provide valid references and phone numbers. If the references provided cannot be reached or information cannot be validated, the Minimum Performance Standard factor will be considered Technically Unacceptable. If the contractor marks "Yes" on the Minimum Performance Standards worksheet but does not provide valid references and supporting information via the descriptive summary as requested, the quote will be considered technically unacceptable. The contractor will be technically unacceptable if they cannot meet the minimum standards. JANITORIAL CLEANING PROGRAM (Factor 2) Provide a brief narrative explaining the Janitorial Cleaning Program that shall include the following: A. Cleaning Program The offeror shall present a cleaning program that includes green cleaning methods (i.e. mopping, wipe-down, sweeping, vacuuming, dusting, stripping, waxing, polishing, scrubbing, trash pulling etc.), frequencies (i.e. daily, weekly, monthly, quarterly, annually, etc.) and type of equipment (i.e. mop, pressure washer, vacuum cleaners, floor machine, leaf blower, etc.) for the following areas: Restrooms Shower Rooms Drinking Fountains Office Space Courtrooms Jury Rooms Judge's Chambers Conference Rooms Break Rooms/Areas Cafeteria and Serving Area Cafeteria Dining Area Snack Bar Lobby Floors Bare Floors Stairwells Elevator Cabs Freight Elevator Landings Carpets High Cleaning Glass Cleaning (70" and below) Floor Mats and Runners Parking Structure, Parking Lots and Loading Dock Areas Policing of Outside Grounds Front Entrances and Stairs The offeror shall indicate what scheduled cleaning shall be conducted after normal business hours (see C.21.8). The narrative for the Janitorial Cleaning Program shall be no more than 50 typewritten pages (81/2" x 11" 12 font). The page limit includes any cover page, table of contents, charts and illustrations. L.11.3 PAST PERFORMANCE (Factor 3) Past performance relevant information regarding an Offeror's performance under previously awarded contracts (task orders are considered contracts). The Offeror shall submit a detailed descriptive listing of at least three (3) (at least two of which shall be for O&M services and at least one which shall be for janitorial services) contracts where the Contractor performed for a minimum of twelve (12) months within the past five (5) years from the closing date of this solicitation. Past performance on a combined services type contract will only be counted as one previous contract. At least one (1) of the three (3) past performances shall contain at least one (1) facility with a size of at least 350,000 square feet or greater. Also the past performance shall be of similar services as described in this solicitation. If the Offeror submits more than three (3) past performance contracts then the Government will only review and consider the first three (3) listed in their proposal. If submitting information for current/ongoing contracts, the Contractor must have a minimum of twelve (12) months performing the services at those location(s) by closing date of this solicitation in order for those contracts to be deemed relevant. If the Offeror is an SBA certified joint venture, past performance will be accepted from either party or a combination of the parties; however each party shall demonstrate past performance in at least one type of service for consideration. The detailed description submitted for each contract should include, as a minimum, the following information: (1) Type of facilities and associated buildings, nature of tenant mission and population, square footage. (2) Estimated annual dollar value of contract. (3) Type of contract (e.g. cost reimbursable, incentive fee, award fee, time and materials, fixed price, etc.). (4) Date of contract performance start and completion, including options. (5) Name, title, address, phone number, and email of customer contact. It is incumbent on the Offeror to ensure information on former customers is current and accurate. (6) Name, title, address, phone number, and email of the building's owner or a representative of the owner who can attest to the quality of the services provided. It is incumbent on the Offeror to ensure this information is current and accurate. (7) Provide a narrative that describes the type of equipment and services that meet the requirements of the Minimum Performance Standard worksheet (see factor 1) Past performance will be evaluated by analysis of information provided by the Offeror (through the Past Performance Questionnaires as separately attached) and information obtained in the Past Performance Information Retrieval System (PPIRS) or other customers. For the purpose of this solicitation, survey responses and information obtained in PPIRS and/or through customer interviews will be considered equally important. The past performance survey meets the minimum requirements if the contractor's performance was rated overall as "Satisfactory", "Very Good", or "Exceptional". Completed past performance Questionnaires are to be submitted to the Contracting Officer/Contract Specialist in confidentiality by Offeror's selected references. Any completed past performance surveys not submitted in confidentiality will not be considered. Questionnaires should be submitted to: General Services Administration Attn: Karen R. Payne Acquisition Division, 4PQSA 77 Forsyth Street, Suite T8 Atlanta, GA 30303 All information must be received by the due date for receipt of proposals as specified in this solicitation. If an offeror submits their proposal as an SBA approved joint venture, unless the prior experience submitted is specifically for the joint venture, each firm in the joint venture will be required to provide past performance references in accordance with the terms outlined above relevant to the services they are to perform. In addition to those references provided directly by the Offeror, the Contracting Officer may identify and analyze the past performance of the Offeror on any other contract on which they have performed within the past five (5) years of which the Contracting Officer has knowledge or obtains knowledge. The Contracting Officer shall also utilize the Past Performance Information Retrieval System (PPIRS) when assessing the offeror's past performance. INFORMATION TO BE INCLUDED IN PRICE PROPOSAL The price proposal should reflect the pricing data submitted under the Bid Sheets. Specific Instructions for Price Proposal Price will be evaluated and considered but will not be scored or combined with other aspects of the proposal evaluation. The Government is not responsible for formulation errors in proposal pricing. Pricing for CLIN's 0001, 0002, 0003 and 0004 as well as applicable option CLINs shall be detailed as outlined below and apportioned in accordance with the identified buildings. a. Labor Effort - Offeror shall specify the hourly rate and labor burden (FICA, FUTA, SUTA, H&W etc...) for each proposed hourly and salaried employee. The offeror shall categorize the total labor hours by regular time, holiday time, sick leave (if applicable), vacation time, and overtime. Employees' labor cost shall be distributed equitably as described below: CLIN 0001 (and applicable option CLINs) will contain 67% of O&M total labor for the RBR CLIN 0002 (and applicable option CLINs) will contain 33% of O&M total labor for the MLK. CLIN 0003 (and applicable option CLINs) will contain 67% of the Janitorial total labor for the RBR. CLIN 0004 (and applicable option CLINs) will contain 33% of the Janitorial total labor for the MLK. b. Total Subcontracted Effort - Offeror shall provide pricing for each sub-contracted effort and apply the price equitably as described below: CLIN 0001 (and applicable option CLINs) will contain 67% of O&M subcontract effort for the RBR CLIN 0002 (and applicable option CLINs) will contain 33% of O&M subcontract effort for the MLK. CLIN 0003 (and applicable option CLINs) will contain 67% of the Janitorial subcontract effort for the RBR. CLIN 0004 (and applicable option CLINs) will contain 33% of the Janitorial subcontract effort for the MLK. c. Other Direct Costs - Offeror shall provide pricing for Other Direct Costs (ODC) not associated with labor, sub-contracted effort, or startup tools and equipment (i.e. light bulbs, uniforms, toilet tissue, wax, paper towels, bench stock costs, etc) and shall be applied equitably as described below: CLIN 0001 (and applicable option CLINs) will contain 67% of O&M ODCs for the RBR CLIN 0002 (and applicable option CLINs) will contain 33% of O&M ODCs for the MLK. CLIN 0003 (and applicable option CLINs) will contain 67% of the Janitorial ODCs for the RBR. CLIN 0004 (and applicable option CLINs) will contain 33% of the Janitorial ODCs for the MLK. d. Transition Effort - Offeror shall provide pricing for transition effort and apply the price as described below for the base period only. Transition pricing shall not include any pricing for services or tools and equipment in the contract. The price shall ONLY include the management effort (and travel) to transition the contract. Price for the Transition Effort shall also include travel costs associated with the on-site contract kick-off meeting (H.25) which is expected to occur in Atlanta, Georgia and take no more than two (2) days. Transition Effort pricing is associated to the base period CLINs only and applied equitably as described below: CLIN 0001 will contain 67% of the O&M Transition Effort for the RBR CLIN 0002 will contain 33% of the O&M Transition Effort for the MLK CLIN 0003 will contain 67% of Janitorial Transition Effort for the RBR CLIN 0004 will contain 33% of Janitorial Transition Effort for the MLK e. Start-up Tools and Equipment - The cost associated with start-up tools and equipment shall be amortized over the base year of the contract ONLY and applied equitably as described below: CLIN 0001 will contain 67% of total Mechanical tools and equipment for the RBR CLIN 0002 will contain 33% of total Mechanical tools and equipment for the MLK CLIN 0003 will contain 67% of total Janitorial equipment for the RBR CLIN 0004 will contain 33% of total Janitorial equipment for the MLK f. Offeror shall provide a percentage and cost associated for profit and G&A expenses identified separately. Example: CLIN 0001 O&M Services at RBR will be made up of 67% of total labor + subcontracted O&M effort for RBR + ODCs for the RBR O&M + O&M transition for the RBR + O&M start up tools and equipment for the RBR. Pricing shall NOT be included or combined with technical information. Pricing shall be separate. NOTICE TO JOINT VENTURES If an offeror will be submitting a proposal under a joint venture, the joint venture's legal name shall be registered in the System for Award Management (SAM) database; the Online Representations and Certifications Application database, and possess a Data Universal Numbering System (DUNS) number by the time of proposal submission. If the Joint Venture's legal name is not registered in SAM by the time of proposal submission, the offeror will not be considered for award. In addition, the joint venture's legal name shall be clearly printed in Block 17a of the SF1449 when submitting the proposal package. (FAR 52.219-14) The proposal must clearly state who the prime contractor will be for the joint venture. In addition, a copy of the executed joint venture agreement shall be on file with the contracting office prior to award. If the joint venture is submitted under the 8A Small Business Program, it shall be subject to approval by the U.S. Small Business Administration prior to award in accordance with 13 CFR 124.513. FACTORS FOR AWARD Basis of Award This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.1012. Accordingly, award will be made on the basis of the lowest evaluated price of the proposals meeting or exceeding the acceptability standards for non-cost/price factors. No tradeoffs are permitted. Additionally, proposals will be evaluated for acceptability but not ranked using the non-cost/price factors. To be considered technically acceptable, no evaluation factor in the quote may be determined to be unacceptable. The failure of a proposal to meet all of the requirements under any factor will result in a technically unacceptable rating and preclude award. The Government may reject any or all proposals if such action is in the Government's interest. The Government may waive informalities and minor irregularities in proposals received. The Government intends to evaluate proposals and award on initial proposal submission. Therefore, the offeror's initial proposal shall contain the offeror's most favorable terms from a technical and price standpoint. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; the United States will not reimburse any offeror for any proposal preparation costs. Proposals shall be valid for a minimum of 90 calendar days after submission or will be deemed technically unacceptable. Lowest Price Technically Acceptable Evaluation Process The technical factors will be evaluated on an "Acceptable" or "Unacceptable" basis. The "Acceptable" and "Unacceptable" criteria will define a standard of comparison for the solicitation requirements. Proposals shall completely and adequately address non cost/price factor(s) to demonstrate that the Offeror can successfully perform the solicitation technical requirements to be considered as "Acceptable" and therefore technically acceptable. The Government will first evaluate price proposals in order to identify the lowest-priced proposal. Only the lowest priced proposal (NOTE: LPTA evaluation of lowest price will not include Transition (Management Effort) costs or start-up tools and equipment [Mechanical or Janitorial] costs) will be evaluated for technical acceptability. If found to be technically acceptable; then that proposal price will be evaluated for accuracy, completeness, and balance. The remaining technical proposals, if any, shall not be evaluated as to technical acceptability unless the lowest price offeror is found to be technically unacceptable. If the lowest priced proposal is found to be technically unacceptable, then the second lowest priced proposal (and so on) will be evaluated for technical acceptability. Owing to the volume of responses anticipated and the desire on the part of the Government for an equitable and accurate assessment of each proposal, offerors shall submit proposals conforming to the structure described in the section identified as Specific Instructions for Price Proposal. Proposals which do not conform to all requirements described in this section shall be rejected without further evaluation. The Government intends to select ONE contractor for award of this effort. Award may be made without negotiation or discussion. Therefore, offerors are requested to initially submit proposals to the Government on the most favorable terms from a technical and price standpoint. Technical Factors For the purpose of award, the government shall evaluate offers based on the non-cost/price technical evaluation factors described below: Factor 1- O&M Minimum Performance Standards (Attachment) To be considered technically acceptable, the Offeror has met the minimum performance standards as required and identified on the attached Minimum Performance Standards. The Minimum Performance Standards evaluation factor is separate and distinct from Past Performance (Factor 3). The Minimum Performance Standards evaluation factor seeks to determine whether the contractor has adequate experience to successfully perform the requirements of the statement of work rather than evaluating the quality of performance on previous contracts, which is captured in the past performance evaluation factor. If the contractor marks 'Yes' but does not provide the supporting information as requested, the quote will be considered technically unacceptable. If the references provided cannot be reached or information cannot be validated, the Minimum Performance Standard factor will be considered technically unacceptable. The contractor will be technically unacceptable if they cannot meet the minimum standards; the offer is considered technically unacceptable and will not be considered for award. O&M Minimum Performance Standards Acceptability Criteria Rating Description Acceptable The Offeror meets the O&M Minimum Performance Standards which indicate that the Offeror has the capability to successfully perform this requirement. Unacceptable The Offeror does not meet the O&M Minimum Performance Standards which does not provide the Government with any degree of comfort that the Offeror has the capability to successfully perform this requirement. Factor 2 Janitorial Cleaning Program To be considered technically acceptable, the offeror must provide a Janitorial Cleaning Program that meets all the requirements stated above. If the offeror fails to meet all the requirements (methods, frequencies and equipment utilized) outlined in the Janitorial Cleaning Program evaluation criteria, the offer is considered technically unacceptable and will not be considered for award. Janitorial Cleaning Program Acceptability Criteria Rating Description Acceptable The Offeror meets all requirements of the Janitorial Cleaning Program which indicates that the Offeror has the capability to successfully perform this requirement. Unacceptable The Offeror does not meet all requirements of the Janitorial Cleaning Program which does not provide the Government with any degree of comfort that the Offeror has the capability to successfully perform this requirement. Factor 3 - Past Performance To be considered technically acceptable, the offeror shall provide a minimum of three (3) past performance contracts that meet all the requirements of stated above and shall have a minimum of satisfactory performance on survey results and/or any other contracts documented in the Past Performance Information Retrieval System (PPIRS). If the offeror fails to meet all the requirements outlined in the Past Performance evaluation criteria, the offer is considered technically unacceptable and will not be considered for award. Past Performance Acceptability Criteria Rating Description Acceptable The Offeror meets all past performance requirements which indicate that the Offeror has the capability to successfully perform this requirement. Unacceptable The Offeror does not meet the past performance requirements which does not provide the Government with any degree of comfort that theOfferor has the capability to successfully perform this requirement.
