- The Federal Aviation Administration (FAA) has a requirement for Voice Switch Headset and Handset (VSHS) equipment to be used by Air Traffic Control Specialists (ATCS) in the conduct of ATC operations. The requirement is for a base year and includes option provisions to renew for four (4) additional 1-year periods, to be exercised at the sole discretion of the FAA. The FAA intends to negotiate solely with Plantronics, Inc., Charlottesville, VA, in accordance with AMS Policy 3.2.2.4. A market analysis was posted on the FAA Contract Opportunities web site on December 18, 2014. The results of this survey supported the determination to solicit and negotiate with only one firm.
