- Description
- The United States Government is contemplating an Invitation For Bid (IFB) for the work stated below. This is a market survey to locate any Businesses that are interested and capable regardless of business size of executing the repair of overhead and underground electrical lines at selected locations throughout Seymour Johnson AFB. The project magnitude is between $5,000,000.00 and $10,000,000.00. General description of work: Remove overhead power lines and place underground partway on Jabara streets. Remove overhead power lines and place underground near building 2416, 2156 and 2150. Replace 1500 KVA transformer T4522A near building 4522. Replace underground primary electrical T splices, Bolt-T connections and load junctions with above ground switches. Remove pole-top, in-line fuses on 15 kV distribution system and replace with non-fused switches. Repair the 3 Phase 15 kV tie circuit switch in main switching station. Reconductor circuits 2 and 3 along Biggs Street. Remove all street light fixtures on wood poles and provide existing street lights on new aluminum poles and bases and new underground circuiting, where associated with wood pole removal. Some of the qualifications that will be required for this work are below: 1. Contractor Qualifications: •a. Contractor shall have at least one National Ready Mixed Concrete Association (NMRCA) certified concrete craftsman and at least one American Concrete Institute (ACI) Flatwork Finisher Certified craftsman on site, overseeing each placement crew during all concrete placement. Or •b. Contractor shall have no less than three NRMCA certified concrete Installers and at least two American Concrete Institute (ACI) Flatwork Finisher Certified installers, who shall be on site working as members of each placement crew during all concrete placement. 2. Certificate of Competency for Cable Splicer/Terminator The cable splicer/terminator must have a certification from the National Cable Splicing Certification Board (NCSCB) in the field of splicing and terminating shielded medium voltage (5 kV to 35 kV) power cable using pre-manufactured kits (pre-molded, heat-shrink, cold shrink). Submit "Proof of Certification" for approval, for individuals that will be performing cable splicer and termination work, 30 days before splices or terminations are to be made. 3. Cable Installer Qualifications Provide at least one onsite person in a supervisory position with a documentable level of competency and experience to supervise all cable pulling operations. Provide a resume showing the cable installers' experience in the last three years, including a list of references complete with points of contact, addresses and telephone numbers. Cable installer must demonstrate experience with a minimum of three medium voltage cable installations. The Contracting Officer reserves the right to require additional proof of competency or to reject the individual and call for an alternate qualified cable installer. 4. Onsite Daily Supervisor Electrician / Lineman Education and Experience Requirements: Minimum of ten years in the electric utility industry. Minimum of ten years' experience installing and constructing medium voltage level, 15 KV class, power systems of overhead utility power systems and underground utility power systems. Minimum of ten years of exemplary onsite safety record. Minimum of ten years implementing and following onsite safety procedures in accordance with OSHA, ANSI/IEEE and NFPA 70. Minimum of five years' experience of completed cable splicing and terminating medium voltage cabling. Minimum of five years' experience testing medium voltage cabling in accordance with IEEE, NEMA and ICEA Standards. Minimum five years' experience performing ground resistance measuring in accordance with the NFPA 70. Minimum of five years' experience in the knowledge and understanding of NETA testing of medium voltage electrical equipment. Minimum of five years' experience in the knowledge and understanding of medium voltage electrical equipment manufacturers recommended testing and installation procedures. Skills, Knowledge, and Abilities Required: Shall have a complete understanding knowledge in the theory of and experience with the operation of medium voltage electrical systems and equipment. Shall have good communication skills. Shall be an effective team and crew leader and supervisor. Shall be trained and certified on all aspects of medium voltage utility power systems safety and procedures. Onsite Medium Voltage Electrician / Lineman Supervisor and Construction Supervisor; shall always be onsite when there is construction. 5. Licenses, Certifications, Testing Required: •a. Valid Drivers License. •b. State Licensed Journeyman Electrical License or Lineman Certificate. •c. Cable Splicer / Terminator certification from the National Cable Splicing Certification Board (NCSCB) in the field of splicing and terminating shielded medium voltage (5 kV to 35 kV) power cable using pre-manufactured kits (pre-molded, heat-shrink, cold shrink). Cable Installer Qualified with a documentable level of competency and experience to supervise or perform all cable pulling operations. Provide a resume showing the cable installers' experience in the last five years, including a list of references complete with points of contact, addresses and telephone numbers. Cable installer must demonstrate experience with a minimum of three medium voltage cable installations. The Contracting Officer reserves the right to require additional proof of competency or to reject the individual and call for an alternate qualified cable installer. The project magnitude is estimated between $5,000,000.00 and $10,000,000.00. The applicable North American Industry Classification System (NAICS) code is 238210. Any q ualified Businesses should indicate interest to the Contracting Officer, in writing, as early as possible, but not later than 14 calendar days after the date of this notice. As a minimum, the following information is required: a) a positive statement of your intention to bid on this contract as a prime contractor; (b) evidence of recency within the past three to include a detailed description of the work performed on each project (3) years and experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers; (c) evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested and qualified.
