- Request for Information (RFI) W9128F-16-S-E001 - SDVOSB participation only - Rapid Disaster Infrastructure (RDI) - Construction MATOC This is a Request for Information (RFI) notice only and is being used to identify potential Service Disabled Veteran Owned Small Business (SDVOSB) sources that can provide the capabilities described below. The information provided in this notice is subject to change and is not binding on the Government. This is not a request for proposal, quotation, or bid. No solicitation is currently available. Response to this RFI is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. ---------------------------------------------------------------------------------------- PROJECT DESCRIPTION: Construction work will be diverse but time-sensitive in nature, necessitating an immediate response to mitigate threat to life and property and/or operational impacts to the government. Examples include but are not limited to: Flood Recovery - Time sensitive construction of flood control and water diversion projects, embankments, channel alignments and flood control structures in support of civil works missions. Infrastructure Recovery - Restoration, repair, and demolition of facilities, utilities, real property systems, and other infrastructure requirement that cannot be performed in required timeframes with normal contract mechanisms. Emergency Management - Response actions for unwatering missions, Recovery actions for debris recovery, temporary housing, and other missions Military - Facilities, infrastructure, water and sanitation systems, electrical systems, natural gas and other energy systems, fences, lighting, and roads to support troop movements and other related military missions. Emergency response actions may require award and mobilization within hours of Government notification. Projects may require incidental design and/or ecological/environmental, hazardous waste recovery, and munitions work. Projects awarded may be throughout the United States (US). The US is defined as all 50 states and the District of Columbia for this contract. Task Orders within the Multiple Award Task Order Contract (MATOC) may be cost reimbursable or firm-fixed price, contingent upon the Government's assessment of project risk. SUBMISSIONS: A response submittal must be received no later than 2:00 Central Standard Time on 11 December 2015. Any information submitted is voluntary. 1. Interested SDVOSB firms, joint ventures, teaming arrangements having the capabilities necessary to meet or exceed all aspects of the Primary NAICS Code 236220 and the Secondary NAICS code 237990, having a size standard of $36.5 Million Dollars over 3 Fiscal years for each respective code, and that can support the construction scope requirements listed above should submit a capabilities and capacity statement package under the following instructions. 2. The submittal should not exceed two (2) pages and should include: a. Name and address of the company. b. A point-of-contact to include phone number and email address. 3. The submittal should also demonstrate and address the following items: a. Include a description of at least one (1) infrastructure repair project (e.g. repair, renovation, reconstruction, or construction of infrastructure), completed by the SDVOSB firm, that meets ALL of the following: * larger than $500K in total contract value (including modifications) * managed a minimum of two (2) subcontractors * had a minimum of 10 staff employees b. What is your firm's Single Project Bonding Capacity? Aggregate Bonding Capacity? OTHER INFORMATION: Results of the market research will be used to satisfy FAR Parts 5, 10, 19, and other applicable parts of the FAR and associated directives and guidance. Specifically, the results of the research will be used to analyze, evaluate, determine and document the capabilities and capacity of contractors to provide services as described in the Project Description. The information gathered may be used by the Government in a variety of ways such as to document formal acquisition plans, prepare benefit and cost-type determination and justifications, and to determine industry best practices, technical and acquisition approaches. All interested, capable, qualified (under NAICS code 236220 and 237990) and responsive contractors are encouraged to reply to this RFI. Please e-mail responses to ann.young@usace.army.mil and tyler.hegge@usace.army.mil no later than 2:00pm, 11 December 2015. Responses to this RFI are to be directed only to Ann Young and Tyler Hegge. Responses must include the following content in the subject line: Response to Request for Information W9128F-16-S-E001. Email responses are required and any information submitted is voluntary. Information requested and received in response to this notice will be used in planning a future acquisition. Do not send cost proposals or cost information. Request for proposals, if and when issued, will be available via the Internet at www.fedbizopps.gov. As such, it is the potential Offeror's responsibility to monitor this site for the release of any additional information. THIS NOTICE DOES NOT CONSTITUTE A PRE-SOLICITATION NOTICE OF SOLICITATION ISSUANCE.
