- Redacted J&A. RFQ Amendment for N65540-15-T-5428. This is amendment 0001. This is an extension for the synopsis/pre-solicitation notice for commercial supplies. It is intended to award a Firm Fixed Price (FFP) contract to HiPower or an authorized distributor / reseller of HiPower generators under RFQ N65540-15-T-5428. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement for one (1) HiPower HRMW 1150 T6 diesel generator. The Government intends to solicit and negotiate with only authorized distributors / resellers of HiPower generators under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
