- Request for Information - RFI This is not a solicitation but rather a Request for Information (RFI) to determine potential sources for information and planning purposes only. This request does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. There is no solicitation available at this time. Contractor proposals will receive no response. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. The Air Force has not yet determined the acquisition strategy for this requirement, including determining if a set-aside strategy is appropriate. The purpose of this RFI is to conduct market research to determine if responsible sources exist and to assist the United States Air Force (USAF) in determining if a future contract effort can be competitively awarded and/or awarded on a total or partial Small Business Set-Aside basis. The applicable North American Industrial Classification System ( NAICS) code assigned to this effort is 334511 (Search, detection, navigation, guidance, aeronautical, and nautical system and instrument manufacturing) with the Small Business Size Standard in Number of Employees of 750. If the Government decides to award a contract for this or a related effort, a solicitation will be published and posted on the Federal Business Opportunities website. The Government will use this information solely to determine the appropriate acquisition strategy for this procurement. The Government is interested in all small business concerns. Exelis is currently the prime contractor for the production of the PLM-4 Radar Signal Simulator (RSS) Accessory Kit Items (5963-01-508-8776EW Electronic Module, Standardized; 6130-01-509-0564EW Charger, Battery; 5995-01-514-5456EW Cable Assembly, Radio Frequency (RF); 6130-01-514-5455EW Adapter, Power Supply). Exelis owns the technical data required to remanufacture and produce spares. Parties expressing interest in this requirement must have the capability to access pertinent technical data needed for repairs, technical support, and contract program management. Interested parties must also be able to provide repair and parts service for the designated AN/AAR-44 circuit cards and return them to the Government (or designated inventory) in serviceable condition that meets or exceeds the manufacturer specification. Note: This request for information is for the purpose of obtaining information relative to an upcoming manufacturing effort in the EW Supply Chain Management Squadron (408 SCMS/GULA) at Robins AFB,GA. The Contracting Office within the Air Force Sustainment Center will serve as the procuring organization. Companies are encouraged to provide responses to this questionnaire but are advised that their participation is voluntary and no reimbursement of any kind will be provided. Interested sources must have performed manufacturing services of the PLM-4 Radar Signal Simulator system in the past
