Description
Base Road Snow Dump Map Airfield Snow Dump Map SOURCES SOUGHT SYNOPSIS: Note that this is NOT a request for quotes or proposals; the 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for market research purposes only for the following services listed below: This is a Sources Sought announcement. The 55 Contracting Squadron intends to establish a BPA for snow hauling on Offutt AFB. The requirement is for up to ten (10) trucks to be called at once to haul snow around the base. The designated NAICS Code is 562119 and a Size Standard of $38.5 million. Your response shall include the following information: •· Size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), •· Your company's capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition (see Statement of Work below). It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately. The information should be sent to 55 CONS via e-mail to jeffrey.stuart.6@us.af.mil by 1400 Central Standard Time on 7 December 2015. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. STATEMENT OF WORK Snow Hauling The work consists of furnishing all labor, equipment, appliances, supplies and materials to perform all operations in accordance with this Statement of Work for snow hauling on Offutt AFB, NE. CONTRACTOR REQUIREMENTS The contractor will supply all parts, components, supplies, material, fuel, oil, lubricants, and grease without cost to the Government. Only drivers with a Commercial Driving License will be permitted to operate equipment. All contractor personnel will be instructed in accident prevention and safety. Special precautions will be taken when operating in the proximity of the airfield. Equipment will never be left unattended within 500 feet of the runway or 150 feet of the taxiway. All contractor equipment will be equipped with proper safety devices and must be maintained in safe operating conditions for both day and night operation. The contractor's equipment will be inspected before starting to haul snow. Shift supervisor will inspect the vehicles for: Brakes Lights Liability Insurance on truck EQUIPMENT REQUIRMENTS Dump truck, tandem axles, 15 CY (Cubic Yards) Operators for the dump trucks Rotary flashing beacons are required on all dump trucks, the contractor will install them if the dump truck isn't equipped All dump trucks will have operable windshield wipers, heater, and defrosters All equipment will be equipped with rubber tires only, chains or studded tires are not allowed •§ Day Time Rates are effective from 0600-1759 •§ Nighttime Rates are effective from 1800-0559 DESCRIPTION OF WORK Snow will be hauled to four different locations on the Base Marked in BLUE on attached map. •A. Flight line 1. Gulf and Juliet 2. Foxtrot and Gulf •B. Base Streets •1. Butler Blvd. across from Building 160 •2. Nelson Dr. and Bellevue gate behind Building 185 The trucks will enter through the STRACOM gate where a CE employee will meet them to escort them around the Base during the snow removal operation. The trucks will be loaded by CE operators and equipment. Once trucks are loaded they will haul snow to snow dumps on base. The time for billing begins when trucks enters the base to when they leave. In the event the contractor's equipment breaks down the following applies: The driver will be off the clock, however, they will remain on base subject to recall when the equipment becomes operational. The operator will be put back on the clock when the equipment is back in operation. All work completed by a mechanic for breakdowns is at the expense of the contractor. INVOICING Invoices should reflect call numbers record for verification of invoices rendered. The Base Civil Engineer will furnish a copy to the contractor of the log for verifications to the contractor monthly.
