- The U.S. Securities and Exchange Commission (SEC) intends to award a sole source contract to Standard and Poor's. The base period of performance will be January 31, 2016 to January 30, 2017. The contract will have a base year with four option years and will result in a firm fixed price purchase order. The SEC requires an enterprise-wide license to obtain and use CUSIP data, including CUSIP numbers and descriptions, in electronic format. The CUSIP system is a standard numbering and descriptive methodology utilized throughout the financial community for identifying securities. The license will provide the CUSIP Master File, as follows: a. The data shall include 9-character CUSIP numbers and standardized descriptions for over 4 million active corporate, municipal and government issues in the United States and Canada, including equities and fixed-income securities. b. CUSIP data shall be organized in three files: Issuer, Issue and Issue Attributes. c. The data shall be available in relational database format. d. The data shall be available for transmission via FTP (file transfer protocol). e. The entire Master File shall be delivered to initialize service; thereafter updates must be delivered in the same format as the master file. f. Data updates shall be available intraday, daily and weekly. g. Updates shall contain additions, deletions, and changes to assigned CUSIP numbers and CUSIP descriptions for all securities incorporated in the CUSIP system. h. Permission for the SEC to access the Master File via the Wharton Research Data Services (WRDS) Platform. Due to exclusive licensing agreements the Government intends to solicit only one source using simplified acquisition procedures in accordance with FAR 13.106-1(b). Interested organizations may submit their capability statements and qualifications for the provision of this requirement. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. This notice of intent is not a solicitation. No solicitation or additional information will be made available with regard to this sole source notice.
