Description
The Naval Sea Systems Command (NAVSEA) intends to enter into a Basic Ordering Agreement (BOA) N00024-16-G-4303 for multiple orders from various government agencies to provide shipbuilder coded unique parts and specialized material (s) delineated in the Computer Aided Three-dimensional Interactive Application (CATIA) database and not otherwise available through regular purchasing channels or the Navy Supply System in time to meet mission requirements, for USS SEAWOLF (SSN21) and USS VIRGINIA (SSN774) Class Submarines. NAVSEA intends to place BOA N00024-16-G-4303 with Huntington Ingalls Incorporated-Newport News Shipbuilding (HII-NNS), located at 4101 Washington Avenue, Newport News, VA 23607-2770, and to issue orders from 01 October 2016 through 30 September 2021. Procurements under this BOA will be conducted on a sole source basis in accordance with the statutory authority in 10 USC 2304(c)(1), as implemented by FAR 6.302-1. The basis for restricting competition is that HII-NNS is the only company that possesses the inventory management system has the necessary skill sets to provide coded parts and certain specialized material (s) used on USS SEAWOLF Class (SSN21) and USS VIRGINIA (SSN774) Class submarines to meet operating submarine emergent requirements. These procurements are unique and must integrate precisely with the existing equipment in terms of form, fit, function, and compatibility.
