- Draft PWS (25 Nov 2015) NOTICE: This Pre-Solicitation announcement supersedes and replaces announcement W56KGY-15-R-0003 in its entirety. Product Manager Radars, located at Aberdeen Proving Ground, MD is seeking contractor-provided services to support the mission of the program office. PdM Radars supports a portfolio of systems consisting of the AN/TPQ-53 Radar, FIREFINDER Family of Equipment (AN/TPQ-36/37), the Lightweight Counter Mortar Radar (LCMR) Family of Systems (AN/TPQ-48, AN/TPQ-48A, AN/TPQ-49 and AN/TPQ-50), as well as Foreign Military Sales (FMS). Support shall include, but not be limited to, acquisition management, project management, engineering, business management, operations, fielding, new equipment training, and logistics support resources. These resources shall ensure that process structures and plans are in place for successful product development, acquisition, sustainment, supportability, fabrication, overhaul and fielding, training, de-fielding and day-to-day administration of PdM Radars. These services are required in the Continental United States (CONUS) and Outside Continental United States (OCONUS). The period of performance for this effort will be one 12-month base period and two 12-month option periods. This procurement is unrestricted. The North American Industry Classification System (NAICS) Code is 541990, with a size standard of $15 million. The Government intends to award no more than one Cost-Plus Fixed-Fee (CPFF) definitive contract, utilizing the Tradeoff process in accordance with (IAW) FAR 15.101-1. Per FAR Part 9, the Government will only consider proposals offered from responsible offerors. The solicitation will be provided in electronic format only, free of charge on or about 23 Dec 2015 in accordance with FAR 4.502(a), 5.102(a) and 15.203(c). Hardcopies will not be provided.
