Description
Answers to Questions, SBAHQ-16-Q-0007 This is a combined synopsis/solicitation prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority in FAR Part 13, and FAR Part 12, Acquisition of Commercial Items (Title VII of the Federal Acquisition Act of 1994 (Public Law 103-355)). This announcement constitutes the only solicitation; therefore a written solicitation will not be issued. This solicitation is a request for quotation (RFQ). The period of performance for services is for a one year period of performance. The NAICS classification is 541990 All Other Professional, Scientific and Technical Services. The small business size standard is $15M. The Small Business Administration (SBA) Acquisition Division, National Woman's Business Council (NWBC), intends to procure a Purchase Order for Research on Women's Participation in Corporate Supplier Diversity Programs. See the attached Statement of Work for details. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: 52.212-1,Instructions to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items (lowest price technically acceptable) FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-13; 52.219-28; 52.222-3,19, 21, 22, 35, 36 and 40; 52.223-18; 52.225-13, and; 52.232-33; 52.232-39, Unenforceable or Unauthorized Obligations. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. The contractor's proposal will be incorporated by reference. Additional clauses incorporated by text: FAR 52.217-5 Evaluation of Options. (JUL 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price of the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s) FAR 52.217-8 Option to Extend Services (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the contractor within 5 days of contract expiration date. FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000) (a) The Government may extend the term of this contract by written notice within 15 days of contract expiration date; provided that the Government gives the Contractor preliminary written notice of its intent to extend at least 15 days from contract expiration date (60 days unless a difference number of days is inserted) before the contract expires. The preliminary notice does not commit the Government to an extension (b) If the Government exercises this option, the extended contract shall be considered to include this option clause (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed Eight (8) months.
