Description
Synopsis: This Request for Information (RFI) Sources Sought (SS) is to identify any interested sources before soliciting a non-competitive acquisition per FAR 6.302-1 "Only One Responsible Source" for a modification to the Integrated Air and Missile Defense (IAMD) Tactical Mast Terminal (TMT) Trailer System. This is not a solicitation for proposals and no contract shall be awarded from this announcement. This is not a request for proposal. The requirements of this acquisition are to deliver a Tactical Mast Terminal (TMT) Trailer System's Version 2 (V2) Technical Data Package (TDP); manufacture and deliver TMT end items for use for the IAMD Battle Command System (IBCS) Program in support of long lead and Low Rate Initial Production (LRIP) activities; provide engineering and logistical efforts as required to develop and incorporate TMT problem fixes and obsolescent part replacements; provide repair and replace support for the system; and provide spares. Unlike traditional acquisition programs that focus primarily on the development of a single system or platform, the Army IAMD (AIAMD) Program is uniquely structured to enable the development of an overarching System of Systems (SoS) capability with all participating Army Air Defense components functioning interdependently to provide total-operational capabilities not achievable by the individual element systems. The AIAMD program achieves this objective by establishing the AIAMD architecture and developing the IBCS that provides Engagement Operations Centers (EOCs) implementing common Mission Command (MC) capability, an Integrated Fire Control Network (IFCN) capability for fire-control connectivity enabling distributed operations, and the common Plug and Fight (P&F) B-Kits located on the EOCs and the IFCN Relays that network enable existing sensor components and weapon components with the IBCS. P&F A-Kits are developed and integrated on the various Component Acquisition Program (CAP) weapon and sensor Major End Items (MEI) and are interfaced to IBCS, which implements the overarching IAMD SoS networking capability. The TMT Trailer System is based on the Warfighter Information Network - Tactical (WIN-T) Increment 2 Tactical Relay-Tower (TR-T) V1 tactical major end item that is reconfigured into the TMT Trailer System to satisfy specific IAMD System requirements while maximizing commonality with Army standard items. The IFCN Relay developed on the IBCS contract uses the TMT Trailer, provided as GFE, as the platform that additional IBCS developed mission equipment is integrated. The IBCS IFCN Relay, along with other IBCS EOCs, are currently entering into IAMD Limited User Testing and scheduled for IAMD developmental/operational testing in 2016. The Government does not currently own a technical data package for this effort. The responses shall address: • NON-DEVELOPMENTAL ITEM (NDI): Identify the non-developmental TMT Trailer System solution and associated capabilities to include but not limited to the mast height, mast payload, total TMT solution weight, crew size; TMT solution reliability Mean Time Between Failures (MTBF), use of Army standard subsystems(e.g., generators and trailers, safety features, maximum emplacement slope (in degrees), employment time for a mast erected to maximum height, and key environmental characteristics to include maximum wind speeds for full erected mast with max payload, operating and non-operating high/low temperature; direct lighting strike; and of Electromagnetic Pulse (EMP)/High Altitude Electromagnetic Pulse (HEMP) survivability and operability. • SHORT PRODUCTION LEAD TIME: Conceptual approach, estimated engineering, requalification and manufacturing lead times, key Government Furnished Property needed, driving assumptions and risks associated with the integration and qualification of the non-development TMT solution into the IBCS IFCN Relay LRIP Lot1 production starting October 2016. Include the Identification and availability of applicable qualification data for TMT NDI capabilities, training/maintenance material for the TMT NDI, as well as, identification of applicable safety assessments conducted in the past. Address the status of the manufacturing capability for the identified NDI solution (e.g., are the NDI subsystem currently. • MANUFACTUING CAPABILITIES. Address the capacity, location, and status of the manufacturing capability for the identified NDI solution (e.g., are the NDI subsystem currently. Identify the customers who have purchased the identified NDI solution.
