Description
Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with Howmedica-Osteonics Corporation (DUNS: 058311945), doing business as Stryker Orthopaedics, pursuant to FAR 13.106-1(b)(2). The proposed sole source contract is for two (2) kits of the Anchorage CP Plating System. The Anchorage CP Plating System differs in design from competing products in that it provides unsurpassed compression at the first metatarsal phalangeal joint specifically for patients who are both elderly, somewhat osteoporotic with low vitamin D levels, diabetics and non-compliant individuals who ambulate against medical advice. The facility has used other first metatarsal phalangeal joint fusion plating systems that do not have the bi-cortical screw incorporated into the actual plate itself and have found that when the patient ambulates prematurely, the plate fractures at the level of the joint which was originally intended to be fused. The patient will have an increase in the amount of edema postoperatively with a less favorable outcome when the patient attempts to transition back into shoe gear. Use of the Anchorage CP Plating System will provide the patient with the most conducive outcome to allow them to transition back into their normal shoe gear, with a diminished risk for plate disruption. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Thursday, December 3, 2015, 4:30PM, EST. Interest/capability statements may be sent to Daniel Spaulding (contractor) at daniel.spaulding@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
