Description

Synopsis This is a pre-solicitation announcement for the Department of Veterans Affairs, Atlanta VA Medical Center (VAMC), Decatur, GA., 30033. A Request for Proposal will be issued on the Federal Business Opportunities website on or about December 15, 2015 for Home Oxygen Service for the Atlanta VAMC. This announcement is a set-aside for 100% small businesses. The VA is seeking a qualified Contractor to provide setup, installation and management of home oxygen services to veteran beneficiaries serviced by the Atlanta VAMC and all affiliated community-based outpatient clinics. The performance period will consist of one base year and 4 one-year option periods to be exercised at the discretion of the Contracting Officer. This procurement is set-aside for 100% small business firms. The North American Industry Classification Code for this procurement is 532291, Home Health Equipment Rental, and the size standard is $32.5 million. The government intends to award a Firm Fixed-Priced, Requirements type contract in March 2016. The solicitation will result in the award of a single contract. This notice is for informational purposes only and is not a request for submission of offers. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various proposal documents, statement of work, and forms, will only be available for download at no charge at the Federal Business Opportunities (FBO) website (http://www.fbo.gov) tentatively on December 15, 2015 with a due date to be specified in the solicitation. No other site shall be used to obtain these documents. All interested offerors should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement. An Offeror's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the offeror's responsibility to register at the FEDBIZOpps website. Offerors are advised that they are responsible for obtaining all proposal documents and acknowledge any amendments, and should revisit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice form the VA. Prospective contractors shall complete the electronic annual representations and certifications and shall be registered in the System for Award Management database at http://www.sam.gov/ prior to submitting an offer, and shall have completed the VETS 100A report at http://www.dol.gov/vets/programs/vets-100.html (if applicable). No further information regarding scope, etc., is available until issuance of the solicitation.
