- Prosthetic Limbs This is a pre-solicitation notice for a commercial acquisition using FAR parts 12 and 15. THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). VENDORS SHOULD NOT SUBMIT PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for the information resulting from this posting. VISN 4 - The VISN 4 VA Healthcare System has an ongoing requirement for Prosthetic Limbs Services for Veteran patients located in and around the surrounding counties of Pennsylvania, and a small portion of West Virginia, Delaware, New Jersey, New York, and Ohio. The areas of service shall be all patients serviced by the Philadelphia, Coatesville, Wilmington, Wilkes-Barre, and Lebanon VA Medical Centers (VAMC). The purpose of this contract is to provide artificial limbs and related services to Veteran beneficiaries. Responsibilities of the Contractor of any resultant contract shall fabricate artificial limbs, fit and align prostheses under the supervision of a licensed Prosthetist. The procurement is a 100% Small Business Set-Aside. The NAICS code for this requirement is 339113 with a SBA size standard of 500 employees. Any resultant contract will be effective for a time period not to exceed five (5) years at the Government's discretion. Services will be at such times and in such quantities as required, FOB destination. The Government intends to award multiple fixed price IDIQ contracts in accordance with all terms, conditions and provisions. This multiple award contract will cover all catchment areas for the Philadelphia, Coatesville, Wilmington, Wilkes-Barre, and Lebanon VAMCs. The RFP will be based on the best overall proposal with consideration given to the stated evaluation factors, and to those offerors who provide all information required to be submitted. It is anticipated that the RFP will be posted to this website on or around January 22, 2016. Offerors should continue to monitor FBO for the RFP and any subsequent Amendments to that RFP. THIS IS NOT A RFP AT THIS TIME; NO PHONE CALLS WILL BE ACCEPTED.
