- The U.S. Army Corps of Engineers has a requirement to purchase IPIDS for Mobile District Office under a planned military construction procurement of a new RCF, Cape Canaveral Air Force Station, FL, under authority of FAR 6.302. The brand names specified in this acquisition are essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company to construct the infrared intrusion detection system. the Department of the Air Force, Director of Security Forces, DCS for Logistics, Installations and Mission Support has determined in accordance with the agency's standardization program that only specified makes and models of technical equipment and parts will satisfy the agency's needs for additional units or replacement items, and only one or a limited number of sources is available. Air Force Instruction (AFI) 31-101, Chapter 6 requires that we use only the IDS components approved by the AF/A7S. AF/A7S approves IDS equipment after evaluating pertinent data on the product and periodically publishes a list of approved IDS. Currently, the Electronic Control Security Inc. (ECSI) and EAG of America IPIDS products are the only two approved systems. It is anticipated that a Firm-Fixed-Price Contract will be awarded. The (NAICS) code is 236220. Interested persons may identify their interest and capability to respond to the requirement in no more than 3 pages. This notice is not a request for competitive proposals. However, all responses received within fifteen calendar days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Telephonic responses will not be honored. This is not a Request for Proposal. This notice does not constitute any commitment by the Government.
