- Draft Performance Work Statement REQUEST FOR INFORMATION TIME CODE GENERATOR (TCG)/SELECTIVE AVAILABILITY ANTI-SPOOFING MODULE (SASSM) GLOBAL POSITIONING SYSTEM (GPS) TIME AND FREQUENCY SYSTEM This Request for Information (RFI) does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP). It should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. This RFI is in support of Market Research being conducted by the Naval Oceanographic Office (NAVOCEANO), Stennis Space Center, Mississippi to help define the requirement and formulate the best acquisition strategy for this procurement. NAVOCEANO is also seeking to identify potential sources and determine if this procurement can be competitive or a Small Business Set-Aside. The information in this notice is based upon the best and most current information available to date. This information is subject to change and is not binding on the Government. The proposed North American Industry Classification Systems (NAICS) Code is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, which has a corresponding Size Standard of 750. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice and identify their size status to the identified NAICS code. DESCRIPTION: The Draft Performance Work Statement (PWS) describes the SAASM GPS Time and Frequency System utilizing the Trimble Force 22E SAASM GPS Receiver and vendor support needed by NAVOCEANO. INFORMATION REQUESTED: Please respond to the questions below and limit your response to a maximum of five (5) pages. The answers will be instrumental in providing the background needed to develop a solid requirement and form a successful acquisition strategy: A. Briefly describe the company's recent experience in performing the type of work identified in the draft PWS and indicate if the work was accomplished as the prime or as a subcontractor. Specifically address your company's experience with the following: 1. P/Y-Code receivers. 2. PTTI timing from GPS receivers. B. Is your equipment commercially available and are there Government/military organizations utilizing the equipment? C. Are your receivers continuously supported with software/firmware upgrades? D. Does your company provide training on the equipment and are technical/support personnel available? E. Provide a list of compatible antennas. Is your system compatible with AeroAntenna AT1675-640-TNCf-000-RG-45-NM? F. Does your equipment manual contain a recommended spare parts list and preventative maintenance procedures? G. What is the estimated Mean Time Between Failure, Mean Time To Repair, and Life Expectancy of your proposed equipment? H. Some portions of the required work will be classified. Please identify your company's Facility Security Clearance Level. I. Provide any anticipated teaming arrangements. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. J. Would your company be willing to provide two SAASM GPS Time and Frequency System utilizing the Trimble Force 22E SAASM GPS receiver for Government testing at no cost and no obligation to the Government - one for a period up to 45 days for Key Retention testing and the second for a period of up to 90 days prior to contract award? PROVIDE YOUR COMPANY'S INFORMATION: Name, address, telephone number, point of contact names, e-mail addresses, CAGE code, website, and business size standard for NAICS 334511. Small businesses should identify their socioeconomic status (i.e., veteran-owned, service-disabled veteran-owned, women-owned, HUBZone, etc.). RESPONSE DUE DATE: Please submit responses no later than 4:00 p.m. Central Time on 16 December 2015 via email directly to Mr. Belfield Collymore at belfield.collymore@navy.mil and Mr. Will Garrett at will.garrett@navy.mil.
