Description

The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole source, Indefinite Delivery, Indefinite Quantity contract with Raytheon Technical Services Company for the procurement of up to 96 Smart Multi-Function Color Display (SMFCD) B-Kits. This follow-on contract is for the continued procurement of highly specialized equipment from Raytheon, the original designer, developer, and equipment manufacturer (OEM) of the SMFCD B-kit. Specifically, this procurement continues the SMFCD efforts competitively awarded to Raytheon by Defense Micro Electronic Agency (DMEA) in 2011. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
