- PWS - Stationary Equipment PWS - Mobile Equipment Performance Work Statement Local Clauses Instructions to Offerors 8. Description: 8.a. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 8.b. The solicitation number is W911QX-16-T-0011. This acquisition is issued as a request for quotation (RFQ). 8.c. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84 issued on 01 November 2015. 8.d. This acquisition is set-aside for small business. The associated NAICS code is 811310. The small business size standard is $7,500,000.00. 8.e. Description of requirements: SEE ATTACHED PERFORMANCE WORK STATEMENT (PWS) AND EQUIPMENT LIST ATTACHMENTS FOR DETAILED DESCRIPTION OF CLIN REQUIREMENTS FOR BOTH MOBILE AND STATIONARY EQUIPMENT 8.g. Period of Performance will begin for the base year is 12 months with two (2) one-year option periods. Performance is located at 4402 ARMY RESEARCH LABORATORY 434 MULBERRY POINT ABERDEEN PROVING GROUND, MD 21005-5001. Acceptance shall be performed at Army Research Laboratory. 8.h. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: 8.h.i. General Information: Offerors may submit only one (1) offer. 8.h.ii. Technical: The technical quote will detail an approach to meeting the requirements of this solicitation. This includes two subfactors: 1) Approach to meeting the Effort, 2) Thorough Understanding of the required work.. Approach to meeting the Effort: The offeror's shall provide an approach to meet the effort set forth in the PWS. The offeror shall demonstrate a grasp and understanding of the methods and techniques required to perform in the technical areas set forth of the PWS. This subfactor shall include the following two (2) elements which are of equal importance: 1. Personnel - The proposal thoroughly details how qualified personnel will be available for all areas covered in the PWS. 2. Management - The proposal details a management plan to execute out all requirements set forth in the PWS. Thorough Understanding of the Work: The offeror shall demonstrate an understanding of the work to be performed set forth in the PWS. The offeror demonstrates a grasp and understanding of the methods and techniques required to perform in the technical areas set forth in the PWS. This subfactor will be evaluated using the three (3) following elements which are of equal importance: 1. Completeness and Accuracy - The proposal indicates an adequate understanding of the technical areas and contractor responsibilities set forth in the PWS. The proposal reflects the Contractor's required actions to successfully complete all areas of the PWS. 2. Clarity - The proposal is clearly worded and unambiguous. 3. Soundness of Approach - The proposal describes accepted practices and demonstrates processes and procedures used to meet the requirements of the PWS. 8.h.iii. Past Performance: Offerors shall include three (3) records of past performance, each record shall contain the following information: Corporate Name or Government Customer Contract Number Point of Contact Name, telephone number and email address Period(s) of Performance Brief Summary of services provided The submitted past performance should be within the past twenty four (24) months for relevancy. The attached past performance assessment questionnaire will be forwarded to the past performance points of contact provided for completion and return within three days of receipt. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror will not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a) (2) (iv)). 8.h.iv. Cost: The offeror's cost factor shall clearly identify associated labor categories required to perform the effort prescribed in the PWS. The proposed labor categories shall be fully burdened. The Government shall include $10,000.00 ceiling in the reimbursable parts CLINs for evaluation purposes only. The offeror shall submit a proposal to meet the sample effort below: CLINs 0001, 0002 and 0003 are time & materials (T&M) CLINs and CLIN 00044 is a firm fixed price (FFP) manpower reporting CLIN only, the offeror will establish the fully burdened labor rates associated with the different CLINs and the applicable PWS reference. The reimbursable parts CLIN shall not include any form of fee or profit. Additionally, the offeror shall include a Sample Repair quote, including all associated costs as if this was a real work order. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: 8.i.1. This is a best value solicitation conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) 13.5, Test Program for Certain Commercial Items, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made based on the best overall offer that is determined to provide the greatest assessed value to the Government, with appropriate consideration given to the three (3) evaluation factors: I) Technical; II) Past Performance and III) Cost. 8.i.1.a. This solicitation includes a Government Performance Work Statement (PWS) to be incorporatedwithin the resulting contract. For proposal purposes, offerors shall ensure their proposal conforms to FAR Part 52.212-1 "Instructions to Offerors - Commercial" and FAR Part 52.212.-2 "Evaluation - Commercial Items". The resulting contract will have two (2), one-year option periods performance period not to exceed a total of three (3) years from the date of award, if the Government exercises all options. 8.i.1.a.i. The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance objectives in the solicitation. Those offers that meet or exceed the stated performance objectives will then be evaluated in terms of technical aspects above the minimum requirements that would be most beneficial to the Government. In particular, the Government is willing to trade-off on price for offerors that exceed the performance work objectives listed in the PWS section C.4 Requirements: 8.i.1.a.ii. There are two (2) subfactors in the Technical Factor, the offerors approach to meeting the effort, and the understanding of the work. 8.i.1.a.iii. Approach to Meeting the Effort: The Government will evaluate the offeror's proposed approach to meet the effort set forth in the PWS. Understanding of the Work: The Government will evaluate the offeror's understanding of the work to be performed set forth in the PWS. The offeror's grasp and thorough understanding of the methods and techniques required to perform in the technical areas set forth in the PWS. This subfactor will be evaluated using the three (3) following elements which are of equal importance: 8.i.1.a.vii. Completeness and Accuracy - The proposal indicates an adequate understanding of the technical areas and contractor responsibilities set forth in the PWS. The proposal reflects the Contractor's required actions to successfully complete all areas of the PWS. 8.i.1.a.viii. Clarity - The proposal is clearly worded and unambiguous. 8.i.1.a.ix. Soundness of Approach - The proposal describes accepted practices and demonstrates processes and procedures used to meet the requirements of the PWS. 8.i.1.a.x. The Technical factor of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not clearly identified by the offeror in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, processes or other information) necessary for the Government to determine whether the proposed effort meets or exceeds the performance characteristics and/or objectives of the requirement. 8.i.1.a.xi. Technical evaluation used herein, refers to non-price factors other than past performance. The Technical Factor Rating will be expressed as an adjectival assessment of Outstanding, Good, Acceptable, Marginal or Unacceptable. Significant strengths, strengths, significant weaknesses, weaknesses, deficiencies, risks, and uncertainties will be assigned based on the offeror's approach to meeting the requirements of the PWS. The compilation of the strengths and weakness will form the basis of the factor rating. To be eligible for award the offeror must receive an adjectival rating of no less than "Acceptable" (to include all subfactors) for the Technical Factor. The Technical Factor Ratings, below focus on the strengths, deficiencies, weaknesses, risks and uncertainties of the offeror's proposal. The color rating depicts how the offeror's proposal meets the Technical requirement using the ratings and descriptions outlined in Table A. TABLE A - COMBINED TECHNICAL/RISK RATINGS Color Rating Description Blue Outstanding Proposal meets all requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low. Purple Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low. Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate. Yellow Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses, which are not offset by strengths. Risk of unsuccessful performance is high. Red Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable. 8.i.2. Past performance will be evaluated to determine if the offeror has recent and relevant experience performing on similar efforts. Relevancy will be evaluated on efforts performed within the past twenty four (24) months, and relevancy will assess the scope, complexity and magnitude of the effort against the current effort. The KO may use a combination of inherent knowledge, performance assessments, and past performance questionnaires to determine the quality of work performed. The KO will assign one (1) all-inclusive confidence rating to the offerors past performance based on each offeror's past performance. To be eligible for award the offeror must receive an adjectival rating of no less than "Satisfactory Confidence". Past performance will be rated based on the following ratings in Table B TABLE B - PERFORMANCE CONFIDENCE ASSESSMENT Rating Description Substantial Confidence Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort. Satisfactory Confidence Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. Limited Confidence Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort. No Confidence Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort. Unknown Confidence (Neutral) No recent/relevant performance record is available or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a) (2) (iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable." 8.i.3. Cost will be evaluated based on the proposed labor mix provided by each offeror to meet the requirements. The PM CLIN cost analysis will be conducted to determine probable cost meeting the effort, including optional performance periods.. A sample effort for repair services will look at the offerors cost associated with a sample repair call, perceived cost overruns and underruns may be assessed against the offerors understanding of work subfactor in the technical factor. The Government will evaluate cost reasonableness for this effort on the basis of the competitive offerors received in accordance with FAR 15.404-1(b) (2). The Government will evaluate cost realism of the offeror's proposal in accordance with FAR 15.404-1(d) to determine the probable cost of performance. 8.i.4. Basis for award: The Government intends to award a Time and Materials (T&M) contract type to the offeror in the which the Technical Proposal receives an adjectival rating of no less than "Acceptable" (to include all subfactors). In addition, the proposal must show a Past Performance of at least "Satisfactory Confidence". The Government will not award a contract to an offeror in which the proposed rates are determined to be unreasonable or unrealistic to perform the effort. The Government does not intend on having discussions, and offerors are encouraged to present their best offer up front, however, the Government reserves the right to hold discussions IAW FAR Part 15.306 -- Exchanges With Offerors After Receipt of Proposals. The award may not necessarily be made to the lowest cost offered or the highest technically rated proposal due to the best value determination. The Technical factor is of paramount importance and is more important than the Past Performance factor, which is more important than the Cost factor. However, as the difference between ratings diminish the relative importance of the cost increases. 8.j. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. 8.k. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
