- Request for Information Document PURPOSE: The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) is conducting market research to determine sources with competencies to support the NOAA Weather Radio (NWR) Upgrade Project (NWRUP). The goal of NWRUP is to upgrade the telecommunications infrastructure used to disseminate NWR content from at least 122 Weather Forecast Offices (WFO) to over 1000 very high frequency (VHF) transmitter sites; including the monitoring and control system(s) for the equipment at those VHF transmitter sites. The NWS Dissemination Systems Team (DST) is issuing this Request for Information (RFI) to elicit feedback from the industry regarding alternative solutions that address NWRUP programmatic and budgetary requirements and to inform interested parties of the nature of the planned acquisition. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for a NWR Upgrade Program capability. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is a request for interested parties to describe their technical capabilities and demonstrated tools, processes, and service capabilities. All interested contractors are requested to provide written response to the questions below. A response to this RFI is necessary in order to assist NWS in determining the potential levels of interest, adequacy of competition, and market maturity and technical capabilities within the business community to provide the required capabilities.
