Description
Initial list of National Stock Numbers REQUEST FOR INFORMATION F-16 APG-66/68 Fire Control Radar SCOPE This Request For Information (RFI) is in support of the APG-66 and APG-68 fire control subsystems housed within the F-16 weapon system. The Enterprise Hill Commodity Council is pursuing a Performance Based Logistics (PBL) approach for outcome based support of the APG-66 & 68. The Government is seeking interested sources for this effort. Interested sources please complete the questionnaire below and submit to Matthew Anderson at matthew.anderson.55@us.af.mil and Trevor Russell at trevor.russell.2@us.af.mil. BACKGROUND The 429th Enterprise Hill Commodity Council (EHCC) is considering a long term strategic contract for outcome based PBL support of the NSNs in attachment 1 (APG 66-68 NSN list) of this RFI. This is an initial list of National Stock Number being considered for inclusion on this PBL effort. The USAF expects this PBL effort to increase availability, increase material reliability, reduce ownership costs, and improve obsolescence management. It should assist in mitigating depot material constraints utilizing the performance based agreement via a firm fixed price 10 year contract. It is anticipated that this will be a mid-level PBL effort where the awardee will provide obsolescence management, and optimize availability of end items while taking management responsibility for line replaceable unit (LRU) availability. The current repair strategy for the initial proposed weapon systems is a mix of organic and contract repair. Future Industry Day events and open and ongoing discussion will assist in establishing a support strategy for the APG-66 and 68 subcomponents. Please provide input on the following questions and return to the POCs listed above by 5 January 2016. 1. What experience do you have with partnering and/or Performance Based Logistics (PBL) contracting? 2. What do you view are the greatest issues to overcome in the AF supply chain process? 3. What do you see as the largest concerns in this PBL effort? 4. What possible strategies would you recommend for this effort? 5. Would you prefer to have the pricing indexed to flying hours, landings, sorties or other? Why? 6. What transition time would be sufficient for you as a contractor to be prepared to perform this effort? 7. What level of PBL would you prefer for this effort? 8. What incentives, monetary or otherwise, would be beneficial in the performance of this contract? 9. Is your interest in this effort as a prime or sub-contractor? 10. Do you have Obscelescence Management experience? 11. Describe your experience with Government Source Inspection, Critical Safety Items, and other OSHA standards. 12. What suggestions, if any, do you have for this effort (including evaluation criteria, CLIN structure, contract structure, or other topics)? Along with your responses please provide the following information: 1. Name, address and CAGE code of firm. 2. Indicate status of company - Small Business (and type of Small Business) or Large Business under NAICS 811219. 3. Any suggestions, recommendations, questions, or concerns regarding this effort. 4. Interested vendors should also submit a capabilities overview.
