Description
The 10th Contracting Squadron, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado intends to award as a Sole Source basis for the brand name Resilite p/n Zip-Mat and RSP-625 Wrestling Mat. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-83, effective 1 Nov 2015. The solicitation number for this requirement is FA7000-16-T-0011. These wrestling mats are required by the Athletic Department to replace the existing competition mats. The wrestling mats can only be provided by Resilite Sports Products, Inc., a small business at 200 Point Township Drive, in Northumberland, PA. This procurement is for the acquisition of a sole source commercial item in accordance with FAR Parts 12 & 13. The North American Industry Classification System Code (NAICS) is 339920 and the size standard is 500 employees. There is only one responsible source and no other item will satisfy the USAFA current requirements. - Require 1 NCAA Standard mat (both sides). Needs to exceed ASTM F355 Impact Test. Requires fire-retardant foam and tested according to ASTM E648 (critical radiant flux flammability testing). Must have Microban antimicrobial product protection. - Require 1 NCAA Standard mat (both sides). Needs to have a Resi-Lock connection system (tape free, waterproof seal). Exceed ASTM F355 Impact test. Fire-retardant foam tested according to ASTME648. Must have Microban antimicrobial product protection. - Microban antimicrobial product protection is not offered by any other mat company. - Resi-Lock connection system is patent pending. Military grade seal and waterproof. No other company provides this. Requirements for the wrestling mats are: 1) Resilite Zip-Mat Wrestling Mat 50' x 50' x 1-5/8" Resi-lock connection system (tape-free and military grade, waterproof seal) 9 sections 40' Circle Color: Royal Blue All Line Color: White 32" One Color Lettering "AIR FORCE" (Top) "WRESTLING (Bottom) Center 25' 2-Color Logo White Silver Center of Mat NCAA Standard Double sided Must exceed the ASTM F355 Impact Test Fire retardant foam tested according to ASTM E648 Must include Microban Antimicrobial product protection 2) Resilite RSP-625 Wrestling Mat 50' x 50' x 1.25" 4 sections-Horizontal 40' Circle Color: Royal Blue All Line Color: White 32" One Color Lettering "AIR FORCE" (Top) "WRESTLING (Bottom) Center 25' Color Logo White Silver Center of both mats NCAA Standard Double sided Must exceed the ASTM F355 Impact Test Fire retardant foam tested according to ASTM E648 Must include Microban Antimicrobial product protection Resi-lock connection system (tape-free and military grade, waterproof seal) Item Unique Identification and Valuation (IUID) (DFARS 252.211-7003) applies to this requirement. Any offerors believing they can provide Resilite Zip-Mat and RSP-625 wrestling mats requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this service. All qualified sources may submit a response, which if received timely, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the government. Responses must be received NLT 10:00 a.m. MDT on 14 Dec 2015. The Government does not intend to pay for any information provided under this announcement. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
