- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source award in accordance with the Authority at FAR 6.302-1(a) (2), When the supplies or service required by the Agency are available from only one responsible source, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements. The Department of Interior/National Park Service, Lake Roosevelt National Recreation Area has a requirement to pay for law enforcement dispatch services. The government intends to negotiate and make an award to sole source this requirement to Lincoln County Sheriffs Office, 404 Sinclair St., Davenport, WA 99122-0000 for a base plus four option year contracts estimated at $18,000 per year for a total of $90,000. This is not a request for competitive proposals and no solicitation is available. All interested sources that are able to provide this requirement must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services within fifteen (15) days of this publication. Responses must include company name, address, POC name, telephone number, fax number, county, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number. If no responses are received, DOI/NPS/Lake Roosevelt National Recreation Area will proceed with the sole source award as prescribed above. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. Questions may be addressed by email to: wayne_owens@nps.gov JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $150,000 (See FAR 13.106-1) Date: October 14, 2015 PR Number: 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Non-competitive award to the Lincoln County, Washington, Sheriffs Office (SO) for twenty-four hour dispatch services to support law enforcement operations at Lake Roosevelt National Recreation Area. The park has 312 miles of shoreline, 47,348 acres of water, and 12,936 acres of land that are patrolled by nine permanent Park Law Enforcement Officers (LEO) by foot, vehicle, and boat. Park staffing is currently nine permanent LEOs, one term LEO, and five seasonal LEOs. Lincoln County provides dispatch services for 3 permanent and three seasonal LEOs working in the South District. The annual cost is anticipated to be $18,000 per year. 2. Sole Source Justification rationale (Check one and explain below): ______ Only one responsible source. ___x___ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met. ______ Other Explain: Dispatch services are critical to public safety. The Lincoln County Sheriffs Office is the only vendor available to provide full time dispatch service to the South District of Lake Roosevelt National Recreation Area. The SO also supplies commissioned LEOs with twenty-four hour access to NCIC, anti-terrorism agencies, and facilitates confirmation with other law enforcement agencies that warrants are valid before arrests are made. Sheriffs deputies frequently provide backup to NPS LEOs; NPS LEOs provide backup to the SO in emergency situations. The SO also provides support during wildland fire incidents. No other agency provides dispatch services for Lincoln County and no other agency has sufficient knowledge of the geographic area to provide services to the NPS. The contracting office intends to issue a purchase order on a base-and-four option years. The anticipated value of the contract if all option years are exercised will be $90,000. 3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: The park has acquired dispatch services from Lincoln County under an annually-issued purchase order for a number of years. Each year, informal market research has been performed by the local Contracting Office and Chief Rangers office to ascertain if a qualified, responsible vendor is available. No qualified, responsible vendors have been located having the requisite knowledge of the local area and access to the National Criminal Incident Center (NCIC). NCIC access is mandatory to ensure safety of officers. 4. If this is a determination for sole source, the contracting officer certifies: a. Only one source is available, or urgent and compelling circumstances exist. b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
