Description
The 338 Specialized Contracting Squadron JBSA-Randolph TX in support of the Air Force Security Assistance Training (AFSAT) Squadron has a requirement for the Royal Saudi Air Force (RSAF) F-15 S & SA Maintenance Upgrade Training (UGT) Services, Foreign Military Sales (FMS), in Saudi Arabia. The following are the overall goals and objectives of the RSAF maintenance UGT services: The overall training objective is to produce qualified, certified, and proficient technicians by applying USAF standards in their assigned specialties that are able to maintain aircraft systems, subsystems, support equipment and/or provide logistics support and expertise with minimal supervision for a 5- skill level, and no supervision for a 7-skill level. Training requirements shall include providing students RSAF F-15S/SA model aircraft specialty Upgrade Training (UGT) from a 3-skill level through 7-skill level that will conduct on and off equipment training through the use of both classroom academics and hands-on UGT. The contractor will utilize USAF Career Field Education and Training Plans (CFETPs), Career Development Courses (CDCs), and Field Training Detachment (FTD) courses modified for the RSAF. The contractor shall develop an Air Force Form 797, Job Qualification Standard Continuation, or contractor equivalent for each specialty with unique F-15SA training requirements. Expected 5/7-level UGT requirements are identified in Attachment D. Existing RSAF cross flow technician requirements are identified in Attachment E. The training should also include a train-the-trainer course after completion of 5-level UGT or position qualification training such that as student's experience and proficiency progresses they are able to provide instruction to less experienced students. Cross flow technicians entering the program who has not received this training will also require the train-the-trainer course. Additional goals and objectives include: Convert training records of existing RSAF cross flow technicians transitioning to the F-15SA to USAF CFETPs in their applicable specialty. Provide UGT on previously qualified tasks identified as not meeting USAF standards. Provide UGT for aircraft maintenance, munitions, logistics readiness, training, and Precision Measurement Equipment Laboratory (PMEL) officers identified in Attachment F. Provide special qualification, one-time, recurring, and ancillary training. Utilize aircraft, maintenance training devices, academic courseware, and multi-media to conduct training. Integrate training into actual maintenance organizations (flight line and back shop) to the maximum extent possible. Contractor will provide crash recovery training adhering to crash /recovery procedures for applicable specialties during UGT, IAW USAF standards and applicable RSAF requirements. This is a notice of intent to solicit RSAF F-15 S&SA Maintenance Upgrade Training Services in accordance with (IAW) FAR Part 15. Anticipated release date of Request for Proposal (RFP) is approximately 18 Dec 15. The solicitation document and incorporated provisions and clauses are those in effect with Federal Acquisition Circular 2005-83. Do not submit bids, proposals, or quotations as this is only a notice of intent. The NAICS Code is 611519 size standard 15M. Note: Ensure you have NAICS Code 611519 registered in order to be considered.

Address: King Khalid Training Center (KKTC), King Khalid Air Base (KKAB), Khamis Mushayt. King Abdul Aziz Air Base (KAAB), Dhahran will be the primary location for all PMEL training. 5-level UGT may also occur at other RSAF F-15SA units to introduce an organic maintenance UGT program. These locations are King Faisal Air Base (KFAB), KAAB, Prince Sultan Air Base (PSAB), Al Kharj, and King Saud Air Base (KSAB), Hafar Al Batin., Saudi Arabia
