Description
SOURCES SOUGHT SYNOPSIS This is NOT a solicitation announcement. This is a Sources Sought Synopsis announcement only. This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used within Naval Facilities Engineering Command (NAVFAC) Atlantic to facilitate the decision making process. The Naval Facilities Engineering Command Atlantic, Norfolk, Virginia Contracts Office is seeking eligible suppliers capable of providing the subject equipment for information and planning purposes. Design-Build Contract N62470-15-R-5020 includes a requirement to construct new aircraft maintenance hangars with Multispectrum Infrared Flame Detectors. This equipment detects the presence of fire within the Aircraft Maintenance Hangar. To be considered eligible, suppliers must demonstrate that the equipment meets the criteria requirements outlined below, to include operating fully without false alarms or discharge while operational aircraft are present. This is not a solicitation but a Sources Sought only. Description: The Navy has a requirement for the use of Multispectrum Infrared Optical Flame Detectors and controller based systems. The optical flame detection process will be provided as part of NAVFAC Criteria related to the design and installation of hangar AFFF fire suppression systems (UFC 4-211-01 N Aircraft Maintenance Hangars: Type I, Type II AND Type III). This process detects the presence of fire within the Aircraft Maintenance Hangar. Other flame detection processes are not acceptable for this type of system. The Optical Flame Detection Process must be able to operate in an aircraft maintenance hangar and be immune to aircraft radar emissions. The DoD Unified Facilities Criteria specifically requires that these optical detectors be immune to such interferences. The requirements for a flame detector: 1.Equipment shall be tested and listed by a Nationally Recognized Testing laboratory (NRTL). 2.Equipment shall be an optical flame detector utilizing the triple infrared principal. 3.Equipment shall be immune to radar and radio frequency emissions. 4.Equipment shall be for detecting carbonaceous fuels. 5.Equipment shall comply with FM 3260 6.Equipment shall have certified performance to multiple fuel types and fire sizes 7.Equipment shall have multiple sensitivity levels 8.Equipment shall have calibrated automatic optical check for each sensor eliminating need for testing with external test lamp Statement of Capabilities submittal is required. The Statement of Capabilities (SOC) will determine the feasibility and/or basis for the Government s decision to proceed with an acquisition. Interested suppliers must submit a SOC that describes in detail the firm s capability of providing the described supplies. SUBMISSION REQUIREMENTS: To be considered, it is requested that interested suppliers submit to the contracting office a brief SOC demonstrating their ability to meet and execute the requirements as set forth above, on 8.5-inch by 11-inch standard paper, single spaced, 12 point font minimum and limited to 20 single sided pages (including all attachments). Address your ability to meet the qualifications described above. Provide business name, address, point of contact, telephone number, email address, DUNS Number, Cage Code number. Suppliers submitting responses shall provide a technical data sheet listing the capabilities and specifications of their product. The supplier shall also provide a list of recent hangars (minimum of three, maximum of five) utilizing the proposed flame detector. The list of hangars shall include the user contact information, size of the hangar, location, year constructed, type of aircraft, and a description of the fire protection system utilizing the flame detector. RESPONSES ARE DUE ON Thursday December 17, 2015, BY 9:00 A.M. EDT. The package shall be sent by email to Heather Race at the following address: heather.race@navy.mil This notice does not constitute a Request for Proposal. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will be notified of the evaluation, and any information submitted by respondents to this notice is strictly voluntary. The Government reserves the right to disregard any submittal that is incomplete. SUBMISSIONS VIA ELECTRONIC MUST BE RECEIVED AT THE OFFICE CITED NO LATER THAN 9:00 A.M. EASTERN DAYLIGHT TIME ON 17 December 2015. LATE RESPONSES WILL NOT BE CONSIDERED. The Government will not provide a debrief on the results of the survey.
