- The US Army Contracting Command - New Jersey on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS) is currently seeking sources for the manufacture and delivery of the M1037 5.56mm (Linked and Clipped) and 7.62mm, M973(ball)/M974(tracer) Short-Range Training Ammunition (SRTA) in a 4:1 (4 ball/M973 to 1 trace/M974) linked configuration and an all ball (M973) linked configuration. The M1037 5.56mm SRTA must provide a realistic training alternative to service ammunition in the M4/M16 and M249 family of weapons. The M1037 5.56mm SRTA allows for various training scenarios that replicate battlefield conditions while allowing the use of adjacent training areas due to its reduced Surface Danger Zone (SDZ). The M1037 5.56mm SRTA is a frangible round that can also be used in live-fire shoot houses that will result in reduced wear hence reducing facility maintenance cost when compared to service ammunition. The 7.62mm, M973 (ball) and M974 (tracer) provide a realistic restricted range training alternative to M80/M62 service ammunition. The 7.62mm SRTA/SRTA-T training ammunition is intended for use in the M240 family of machine guns. The Government is seeking sources for the manufacture and delivery of a 4:1 (4 ball/M973 to 1 trace/M974) linked configuration and an all ball (M973) linked configuration. SPECIFICATIONS: The M1037 5.56mm SRTA will be procured to Performance Specification, MIL-PRF-32409(AR), and the 7.62mm M973 Ball and M974 Tracer SRTA will be procured to Performance Specification MIL-PRF-71167B(AR). The performance specifications are marked Distribution "D". Distribution Statement D means distribution authorized to the Department of Defense and U.S. DOD contractors only (Critical Technology). The performance specifications contain technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. Violations of these export laws are subject to severe criminal penalties. Offerors must be registered with the U.S./Canada Joint Certification Office. PLANNED ACQUISITION: An Indefinite Delivery/Indefinite Quantity (IDIQ) production contract for the period of Fiscal Year (FY) 18 - FY22 is contemplated for this acquisition. The Government anticipates requesting unit prices for quantity ranges between 100,000 - 5,000,000 for the 5.56mm M1037 SRTA (Linked & Clipped Versions), 100,000 to 2,000,000 for the 7.62mm SRTA 4:1 (4 ball/M973 to 1 trace/M974) and 100,000 to 1,000,000 for the 7.62mm M973 (ball), for each of the ordering periods. Offerors are requested to provide their recommendation on the quantity ranges for each of these rounds which will result in the most economical pricing. SUBMISSION INFORMATION: All responsible interested sources are encouraged to submit their capabilities/qualification data. The respondent's capabilities information must demonstrate a capability for production and delivery of 5M 5.56mm M1037 SRTA and 5M 7.62mm M973 (Ball) and M974 (Tracer) SRTA cartridges per year. The qualification data should include information stating if a qualified design is already approved by the Government and if any revisions, modifications or changes to the previously qualified design have been made since verification testing. Any source proposing a non-qualified design must include the status of their design and any plans for qualification. Sources also must list source(s) of the data, and if the data was generated by independent test agencies. Please identify any Proprietary information submitted. The respondent should include information regarding the current status of mold used to make 7.62mm SRTA Ball/SRTA-T (Tracer) projectiles, specifically, if it is a production mold or a prototype mold. The respondent should include information regarding the delivery capabilities of both four (4) ball to one (1) tracer linked configuration and an all ball linked configuration. The respondent shall also identify if they have a non-toxic variant available for the 5.56mm M1037 and 7.62mm M973 (Ball) and M974 (Tracer) SRTA cartridges that would meet each of the performance specifications. If so, request that the respondent indicate if this non-toxic variant has been qualified. If not, please provide the testing that has been performed to date for these non-toxic variants. The respondents should provide the advantages, both quantitative and qualitative, of combining the 5.56mm SRTA and 7.62mm SRTA into a single contract. Respondents should also include recommended quantity ranges for each of the rounds based upon the minimum and maximum quantity identified in the planned acquisition section. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
