- Amendment 0001 is for the purpose of incorporating the questions and answers to the solicitation. UPS Questions and Answers In regards to your Solicitation # P16PS00146 UPS Services. I noticed one of the SOW requirements says vendor must be both APC and Liebert Certified. I spoke with both APC and Liebert and they told me that, although some companies are certified. They are only allowed to be certified by one manufacture. They are basically married to that specific manufacture. Per the MFG. if you are certified by APC you are not allowed to be certified by Liebert and vice versa. Q I don ¿t see how your last vendor was able to meet this requirement. Is there any chance of removing this requirement so that this may be bid as an open solicitation? A. I contacted the previous vendor and they never heard of that. Their technicians and engineers are certified in both APC and Liebert. Why would a company limit the education and training of a technician? For instance, in the IT world, I can have credentials for Microsoft, Cisco, Apple, Oracle, etc. Q Another option is, do you happen to have the MFG part numbers provided to supply this service?
