Description
Solicitation Schedule B Special Conditions Historical Usage SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Eastern Business Service Center (EBSC) is issuing AG-32SC-S-16-NCAURGAS as a Request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-83 and is being conducted according to FAR Part 13, Simplified Acquisition Procedures. The USDA, ARS, MWA, National Center Agricultural Utilization Research(NCAUR) Peoria, Illinois has a need/requirement for Specialty Lab Gases to support research needs. The award will be for the period starting approximately January 1, 2016 through December 31, 2021 for an IDIQ Supply type contract. The Details and specifications for the Lab Gases shall be per the attached SOW and schedule B. This procurement is set aside for small business. The North American Industry Classification System (NAICS) code is 325120; small business size standard is 1000 employees. QUOTED PRICE MUST INCLUDE any freight or shipping, as well as any applicable duties, brokerage, or customs fees. Delivery to: USDA-ARS-NCAUR, Peoria, Illinois. EVALUATION & AWARD FACTORS-The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined a best value to the government. Single Award Management System found at www.sam.gov, vendors must have a record showing "active" in order to receive award DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a Completed Schedule B and Quote on company letterhead detailing the item description, total price and valid for at least 60 days after receipt of quote; 2) at least 3 to 5 references. (Government references preferred but will accept commercial references). References shall be provided for the materials proposed and if possible include the email address of the person to be contacted; and 3) a completed copy of the provisions FAR 52.212.3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, with this offer; a copy of this provision may be obtained at http://www.acquisition.gov/comp/far/loadmainre.html. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P). Any additional amendments and/or documents related to this procurement will be available electronically at the Internet site: http://www.fbo.gov. Potential Quoters will be responsible for downloading their own copy of those documents related to this procurement, if any.
