Description
This is a SOURCES SOUGHT notice. Please note that this is not a request for proposal (RFP) or bids and the government is seeking information for market research purposes only. No solicitation document is available and no other information pertaining to project scope, timeline, etc. is available at this time. Any request for assistance with submission or other procedural matters shall be submitted via email only. Additional information about this project will be issued under a different solicitation number on the Federal Business Opportunities website http://www.fbo.gov once available. The Department of Veterans Affairs, VA Ann Arbor Healthcare System is issuing this Sources Sought to identify potential small, Architect Engineer (AE) firm to provide architectural and design services necessary to furnish: Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for the Project 506-16-102, Renovate Intensive Care Units AE Design at the VA Ann Arbor Healthcare System in Ann Arbor, MI: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) Small Business, etc, that are capable of meeting this design requirements. Description of work to be performed includes: Project No. 506-16-102 titled "Renovate Intensive Care Units", will include the following items: 1.Design Intent: The intent of this project is to provide all necessary architectural and engineering (A-E) design services as required to prepare complete contract drawings, specifications, technical reports, and cost estimates, including services throughout construction at the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, Michigan 48105. A.General Scope of the Project: The Architect / Engineer (A/E) will gather initial information on the existing Intensive Care Units, existing space usage and layout, future use of the area and its potential future growth, and other background and relevant data. Produce schematic level submission with possible alternatives. Provide design development documents for review. Produce construction documents for bidding after approval of schematics and design documents. Provide construction period services to include submittal review, changes and RFI review, inspection services, and final inspection services. Provide final as-built documents. B.The A/E shall include all aspects of the design from structural and architectural, electrical, and mechanical, fire protection, interior design and all other aspects of the design to result in complete and usable spaces. The designer shall adhere to current codes and standards with special emphasis on the goals related to LEED and Green facility design, Plane Tree Model, and energy conservation. The A/E shall provide a narrative on these goals in relation to their design. C.Provide all drawings, specifications, equipment selection, equipment layout, cost estimate, including but not necessarily limited to architectural and electrical features as required for this contract. D.The A/E shall provide a narrative on existing service impact and any phasing necessary to maintain existing operations during construction. Additionally, the A/E shall provide in the design, staging and construction impact on the general VA operations. 2.Design Effort: A.Renovate Intensive Care Units a.The AE shall develop the approved schematic floor plan into a drawing package containing sections on all affected systems, to include architectural, Information Technology, electrical, mechanical, structural, as well as infection control and phasing. b.The AE shall gather utility information, building information, existing conditions on these systems, and information on hazardous materials, fire safety, and other constraints which may affect the design. c.The A/E shall develop design documents to the degree that the general layout of the area can be reviewed along with utility solutions, structural solutions, fire safety solutions, as well as solutions to any and all other major design issues. d.New items included but not limited to the following: Design all related architectural and electrical features required for a complete system. In accordance with FAR 36.204, the estimated magnitude of the resulting construction price range is estimated to be between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 541310, small business size standard of $7.5M in average annual receipts for the preceding three years. Interested firms must be registered in SAM.gov and qualified as a small business under this NAICS code. Qualified service disabled veteran owned businesses are encouraged to respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. Include the following: Company name, DUNS number, social economic category (small business, SDVOSB, 8(a), etc), address, point of contact, telephone number and email address. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. There is no guarantee, expressed or implicit, that market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award or acquisition strategy. Responses must be received by 1:00 PM EST on December 18, 2015 via email to the Contracting Specialist at kyle.lipper@va.gov. PLEASE REFERENCE "SOURCES SOUGHT: Project 506-16-102, Renovate Intensive Care Units AE Design" IN THE SUBJECT LINE or cover sheet. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. Interested firms shall be required to respond to additional announcements separately from this announcement without further notice from the Government when posted to the FBO website at http://www.fbo.gov. The formal solicitation will be issued at a later date by a separate announcement and separate solicitation number on the Federal Business Opportunities (FBO) website. The FBO website is the only official site to obtain these documents.
