Description
T-44 Edge Light Panel (ELP) Refurbishment and Modification Services Jacksonville, FL This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N68836-16-T-0017 and this solicitation is issued as a request for quote (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2005-74. The small business standard for the associated NAICS code is 488190 with a size standard of $32.5M. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC), Jacksonville, Florida is soliciting proposals of companies to provide refurbishment and modification services for various T-44 cockpit edge light panels, upon request by the Government for the Fleet Readiness Center Southeast (FRCSE). The Contractor shall provide refurbishment and modification services in accordance with (IAW) the attached Performance Work Statement (PWS). Only one award will be made under FAR Part 12 procedures. The awarded contract will be of a Firm Fixed Price Single Award Task Order Contract (SATOC) type. Proposals are due NLT 12:00 p.m. Eastern Standard Time (EST), 5 January 2016. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, considering past performance. Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and technically acceptable low bids/past performance. Technical acceptability includes past experience providing ELP refurbishment and modification services and must provide last three awarded contracts to include completed past performance questionnaire attachment for each contract. Questions concerning this solicitation must be submitted NLT 12:00 p.m. EST, 14 December 2015 to reasonably expect a response from the Government. Questions not received within the prescribed time and date WILL NOT be considered. The Government intends to award without discussions, however, reserves the right to hold discussions, if necessary. Therefore, offerors should provide their best possible quote from a technical and pricing standpoint.
