Notice of Intent to Sole Source Parking for a Fleet Vehicle Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Administration for Children and Families (ACF), intends to issue a sole source for one 12 month base and four 12 months option period to: Bulfinch Congress Holdings, LLC One Congress Street Boston, MS 02114-2010 ACF seeks to obtain one (1) parking space for a fleet vehicle at the Government Center Garage located on 50 Sudbury St, Boston, MA 02114, owned and managed by Bulfinch Congress Holdings, LLC. The garage is located in close proximity to the ACF offices located in the JFK Federal Building on 15 Sudbury Street, Boston, MA. The garage location best meets the needs of the ACF staff because a few of the staff have physical disabilities that do not allow them to walk long distances. The JFK Federal Building has a handicapped entrance and exit located on Sudbury Street, directly across from the Government Center Garage. The vehicle to be parked in the Government Center Garage will be used for official visits. These visits often require staff to carry large quantities of materials including suitcases, laptops, and LCD projectors. In some cases, staff may make several trips to load and unload the materials hence the Government Center Garage improves mobility, and reduces the strain placed on the physically challenged staff while loading and unloading the vehicle. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services ACF is seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
