Description
Emergency Red List of Yemeni Cultural Objects at Risk Statement of Work (SOW) i) This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. Quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number is SAQMMA16Q0021. This is a request for quotation (RFQ). (iii) The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83. (iv) NAICS is 813920 and the size standard is $15.0 million dollars. This acquisition is full and open, no set-aside. (v) Contract Line Item Number(s) (CLINS) ITEM NO/DESCRIPTION/QUANTITY/ UNIT PRICE 001 - Yemen Emergency Red List (1 LT) The contractor shall prepare, produce, distribute and promote an Emergency Red List of Yemeni Cultural Objects at Risk that meets or exceeds the requirements outlined in the attached Statement of Requirements (SOW). (vi) Description of Requirements: The work consists of, but is not limited to, furnishing all labor, materials, equipment, and supervision required to deliver a red list to the following location: Cultural Property Advisory Committee (ECA/CPC) 2200 C Street, NW SA-5, Fifth Floor Washington, DC 20547 Please see the attached SOW for more details on the description of the requirement. (vii) The Government desires FOB Destination, Washington, DC for the delivery of the product(s) detailed in paragraph (v). (viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Provisions and clauses can be viewed through Internet access at the Air Force FAR Site, http://farsite.hill.af.mil. ADDENDUM TO FAR 52.212-1 Instructions to Offerors Commercial Items Offerors shall prepare their quotations IAW FAR 52.212-1, i) This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. Quotations are being requested and a written solicitation will not be issued. Offerors shall prepare their quotations IAW FAR 52.212-1, in addition the following information shall be included: • Quotes are to be submitted via email, please note the maximum file size is 10MB. Emails over this file size will not be received. PROVIDE THE FOLLOWING CONTRACTOR INFORMATION WITH YOUR QUOTE: 1. DUNS Number 2. TIN Number 3. CAGE Code 4. Contractor Name 5. Email address (ix) FAR 52.212-2 Evaluation - Commercial Items, is applicable to this RFQ. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: ADDENDUM TO FAR 52.212-2 Evaluation Commercial Items The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. ---(i) Technical capability of the item offered to meet the following Government requirement; 1. The contractor should have access to experts with intimate knowledge of Yemeni cultural objects at risk. 2. To be credible to potential government and private sector users, the Red List should be produced by and attributed to a recognized, authoritative international organization. 3. So that its findings in determining the fact and nature of the threat are both credible and authoritative, the organization should have an established reputation in cultural heritage protection as its primary mission. 4. To encourage international support and participation in all stages of production and promotion, the contracting organization should have international membership and physical presence worldwide ---(ii) Price; ---(iii) Past Performance Technical capability is approximately equal when compared to price. To be considered technically acceptable the offeror must submit a complete quote IAW with this RFQ, including the technical capability information under the Addendum to FAR 52.212-1. (x) Offerors must include with their proposal a completed copy of the provision at FAR 52.204-7 together with System for Award Management and FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with Alternate 1, with their quote, unless this information has been submitted electronically as part of its annual representations and certificates at https://www.sam.gov.
