- Solicitation Number: W912WJ-16-B-0001 Restrictions: None (Unrestricted) Title: Federal Maintenance Dredging, 6-Foot Channel and Anchorage, 10-Foot Anchorage, Pig Island Gut and Beals Harbor, Beals, Maine Location: Beals, Maine Issue Date: on or about December 22, 2015 Closing Date: on or about January 21, 2016 Price Range: $1,000,000 - $5,000,000 The U.S. Army Corps of Engineers will be issuing an Invitation for Bid for Maintenance Dredging in Beals Harbor and Pig Island Gut, Beals, Maine. The proposed work consists of a total of about 100,000 cubic yards of maintenance dredging by mechanical means. Removal of about 30 tons of heavy boulders, large debris, and derelict moorings will also be required. About 83,000 cubic yards of sediment will be removed from the Beals Harbor 10-foot-deep anchorage, and about 17,000 cubic yards will be removed from the Pig Island Gut 6-foot-deep channel and 6-foot-deep anchorage. The dredged material will be removed using a mechanical dredge and scows. Disposal will be in open water at the previously-used Mark Island Disposal Site in Chandler Bay, about 5 miles away. The Contractor will be required to maintain a dredging production rate of not less than 30,000 cubic yards per month. There is occasionally ice that forms at Beals Harbor from mid-January to early March. A proposed haul route to the disposal site has been identified. Dredging and disposal window is from November 8, 2016 to April 8, 2017. Dredging operations will be permitted 24 hours per day and 7 days per week. Beals Harbor has not been maintained since 1956 and Pig Island Gut has not been maintained since 1965. It is the Government's intent to contract this work to an offeror who can demonstrate a dredging rate of at least 30,000 cy per month via mechanical dredging on at least one past project. This requirement will be included in the solicitation as a definitive responsibility criterion, to be demonstrated by the low bidder following the bid opening and prior to award. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about December 22, 2015. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
