REQUEST FOR INFORMATION (RFI) / MARKET SURVEY US ARMY RDECOM-TARDEC SCIENTIFIC, ENGINEERING, and TESTING SUPPORT for GENERAL DYNAMICS LAND SYSTEMS (GDLS) FAMILY of VEHICLES (FOV) Description of Intent THIS IS A REQUEST FOR INFORMATION (RFI) / MARKET SURVEY SOURCES SOUGHT INQUIRY. NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking offerors to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this RFI / Market Survey or any follow-up information requests. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. General Information The Government's explicit intent, in this RFI / Market Survey, is to not receive from respondents any proprietary data, trade secrets, business sensitive information, or information considered CONFIDENTIAL under 18 U.S.C. §1905. The Government's constraint does not in any way relieve contractor's from their responsibility to properly mark proprietary data when it is provided, in accordance with DFARS 252.227-7013. Nor does it alleviate any requirement for the Government to protect marked data. The Government is not obligated to protect unmarked data. Respondents shall ensure that any material/data that is provided is marked appropriately to ensure proper handling of all information. Unless otherwise noted herein, anything submitted in response to this RFI / Market Survey will not be returned to the sender. Respondents will not be notified of the results of the survey or results of information submitted, nor will it respond to telephone or email inquiries. NOTE: The Government is not asking you to develop or provide drawings or develop any technical data in response to this RFI. Introduction The U.S. Army TARDEC, Ground Vehicle Power and Mobility (GVPM), Advanced Propulsion Team is conducting a RFI / Market Survey to identify sources capable of providing specific scientific, engineering, and testing support for the family of combat and tactical vehicles developed by the firm General Dynamics Land Systems (GDLS). Objective The purpose of this RFI / Market Survey questionnaire is to provide information to the U.S. Army TARDEC, Ground Vehicle Power and Mobility (GVPM), Advanced Propulsion Team on sources capable of providing scientific, engineering, and testing support for the entire GDLS FoV. The GSLS FoV are defined as the: Abrams Main Battle Tank family (i.e., M1A1, M1A2, and TUSK), Stryker family (i.e., ATGM, CV, ESV, FSV, ICV, MC, MEV, MGS, NBCRV, RV, ICV, DBH, MRV, and SPH), Light Armored Vehicles (LAV) family (i.e., LAV II, LAV III APC), Mine Resistant Ambush Protected (MRAP) vehicles family (i.e., Buffalo, Cougar, variants and specialty vehicles), Ocelot, RG-31 Mk5, M93 Fox NBCRS, Peace Keeping Security Vehicle, and other GDLS prototype / demonstrator vehicles. The scientific, engineering, and testing support for the GDLS FoV shall be focused on fifteen (15) Areas of Interest (AOI). This RFI / Market Survey desires to ascertain sources with the unique knowledge and experience to support TARDEC with scientific, engineering, and testing support applicable for the GDLS FoV for the entire stated AOIs listed below. The AOIs are defined as: AOI 1: GDLS FoV Engines AOI 2: GDLS FoV Transmissions AOI 3: GDLS FoV Power Train Controls AOI 4: High and Low Voltage Power Generation AOI 5: High Voltage Power Electronics AOI 6: Power Management Software AOI 7: Energy Storage AOI 8: Thermal Management AOI 9: GDLS FoV Operator Interfaces AOI 10: GDLS FoV Tracked Vehicle Running Gear AOI 11: GDLS FoV Wheeled Vehicle Running Gear AOI 12: Auxiliary Power Units AOI 13: Noise Suppression AOI 14: System Integration Laboratories (SIL) AOI 15: Prototype / Demonstrator Vehicle Build. Responses: Each initial response to this market survey is requested to include: 1. A brief company description (no more than one page) summarizing the organization's history and pertinent defense industry experience. 2. An executive summary (no more than two pages for each AOI) of the information submitted in response to this market survey. If company has no interest or capability in a specific AOI, that specific AOI need not be addressed with an executive summary. 3. Point(s) of Contact (POC) with associated contact information. Responses Due Electronic responses to this RFI must be received NO LATER THAN COB 03 January 2016. Response Format: Electronic responses are required, either via e-mail or digital media submission. Submittal shall be in Microsoft Office or Adobe Acrobat. The size limit for individual e-mails is 5 MB per e-mail. You may use multiple e-mail messages. The subject line must include the message number (example: 1 of 3, 2 of 3, 3 of 3) and "[Company Name] response to RFI - TARDEC SCIENTIFIC, ENGINEERING, and TESTING SUPPORT for GENERAL DYNAMICS LAND SYSTEMS (GDLS) FAMILY of VEHICLES (FOV)". Responses may include, as backup/support, company marketing materials, reports, and/or other materials that were prepared for purposes other than this RFI. Please use following format: 1. Number each response with the appropriate question number and ensure that questions are answered in the same order as listed in this RFI. 2. You do not have to repeat the question in your response. 3. If you cannot answer a question, please indicate "No Response." 4. Include relevant company literature if appropriate. If providing an Adobe Acrobat formatted literature submittal, indicate which question the material is applicable to. If preferred, include Internet web links to locations where literature may be viewed. 5. If your literature submittal contains a restricted distribution statement, please issue a release statement indicating that the restricted material may be distributed to Army personnel involved with this RFI. 6. Spell out any acronyms in their first instance. Describe your company's manpower experience, expertise, and capabilities for each of the stated GDLS FoV for each of the fifteen stated AOIs. Please address: - Technical/professional manpower resources; - Skilled labor manpower resources; - Subcontractor / teaming arrangements / other sources resources; 4). Describe your company's in-house facilities capable of supporting each of the GDLS FoV for each of the fifteen stated AOIs. State if ISO17025 or equivalent compliant or certified.
