Description

This is a notice for intent to sole source to the manufacturer of Radiology Picture Archiving and Communication System (PACS), Philips Healthcare. We believe that they are the only vendor capable of providing the required maintenance, support and ongoing sustainment services. These services were previously competed on GSA and the open market and the only vendor to provide a response was Philips Healthcare. A draft of the performance work statement is attached which lists the equipment that will need coverage. If you believe that your company is capable of maintaining the equipment in the performance work statement, then please provide your information to angela.gerlitzki@va.gov by December 22, 2015. Please note that small business contractors must comply with the limitations in subcontracting clause, which requires the prime contractor to perform at least 50 percent of the work. The Government will not make an award to a small business concern that intends to send all of the equipment to the manufacturer for repairs and is simply acting as a "pass through". Please demonstrate in the response your capabilities showing that your company is capable of providing at least 50% of the work. Also Note that vendor must have FDA 510K certification to provide the medical system and ongoing software updates and upgrades.
