Description
Background DOI Organization The U.S. Department of the Interior (DOI) is a Cabinet-level agency that manages America's vast natural and cultural resources. The DOI employs approximately 70,000 people, including expert scientists and resource-management professionals, in nine technical bureaus: -Bureau of Indian Affairs (BIA) -Bureau of Land Management (BLM) -Bureau of Ocean Energy Management (BOEM) -Bureau of Reclamation (BOR) -Bureau of Safety and Environmental Enforcement (BSEE) -National Park Service (NPS) -Office of Surface Mining, Reclamation and Enforcement (OSM) -U.S. Fish and Wildlife Service (FWS) -U.S. Geological Survey (USGS) -Other Interior Offices As part of the IT Transformation, the Department is focused on an enterprise IT services model that will enable a unified strategy across the Department and leverage greater scale to drive more efficient operations. DOI Operating Environment Service locations and end-points DOI employees are located in 1,873 offices in all 50 States, the District of Columbia, and US Territories. Approximately 80% of DOI employees work in locations with fewer than 25 total employees. Many DOI employees and contractors regularly telework, travel or work for extended periods of time from remote field locations. Additionally, many DOI systems may need to be available to stakeholders in other government agencies and outside of the government domain. The DOI Bureaus and Offices currently deliver data and services from more than 400 locations. Over 30% of these locations and over 65% of DOI servers are located within one (1) hour driving distance of eight metropolitan areas. Scope This Request for Information (RFI) pertains to Department of the Interior (DOI) requirements for on premises Commercial Data Center Colocation and Hosting Services within the United States of America. Purpose The purpose of this RFI is to solicit statements of interest and capabilities from sources that can provide data center consolidation and hosting services in the United States of America to facilitate the DOI ¿s Data Center Consolidation Initiative. This project directly supports the larger Federal Data Center Consolidation Initiative (FDCCI). The DOI is in the process of examining options for consolidating its many isolated and independent data centers into a single or reduced number of locations. For all public cloud related services, DOI envisions the continued use of its DOI Foundation Cloud Hosting Services (FCHS) Contract, which has made significant progress since its award in 2013. The full details regarding the contract can be found at the following site - cloud.doi.gov. Hence, the scope of work requested in this request is limited to co-location and its affiliated hosting and migration services. The DOI will use information from this RFI to assess viable and innovative consolidation approaches, and the availability of state-of-the-art data center hosting services. A favorable market survey will be followed by the development and execution of a supporting acquisition strategy. The specific timeframe for execution will be developed once quality responses to this RFI and viability of market offerings in this area are confirmed. Requested Capabilities The DOI seeks a consolidated data center environment that provides access to state-of-the-art on premises hosting services. All responses must answer the following questions at a minimum to be considered; with additional information provided as deemed supportive of same: -Rack Space -What is the available physical data center (DC) rack space? -What are the rack standards (e.g. EIA-310)? -Does the data center limit the type or size of rack outside the standards? -What cage options are available and is expansion available? -Are the cage options cement to ceiling? -Electrical Power -What is the available electrical capacity and how is it configured? -Is there capacity for growth in the service and plant power structure? -Are there active plans to expand the current power distribution? -What is the facilities energy efficiency rating (Power Usage Effectiveness [PUE])? -What is the maximum running time in the event of a prolonged utility power outage? -How is power distributed to the racks and billed? -Are there diverse paths of power into the data center? -Are there other major buildings (e.g. hospitals) on the same power grid? -Does the user have the ability to monitor and track power consumption per device? -Environmental Cooling -Is there adequate cooling for the above listed power consumption to provide an input air temperature of 70 - 80 degrees Fahrenheit and relative humidity of 35%-50% to the equipment? -Is water cooling available? -Is free cooling (ambient air cooling) installed at the data center? -Would a tenant agency have the flexibility to install cooling shrouds? -Network Bandwidth -What is the available network capacity? -What telecommunication providers are connected to the data center? -Is the telecommunication connection separated from the data center "hosting floor"? -Are there diverse paths of telecommunication into the data center? -Does the commercial vendor offer network management services (e.g. QoS, GRE)? -Is cabling sub-floor or overhead? -What is the capacity distribution to the rack? -Is network bandwidth monitoring available? -Physical Security -How is access control to the facility managed, monitored and reported? -Is facility access available 24/7? -Facility Operations -Explain the Dock and Freight Operations along with accepting deliveries. -Are there floor loading considerations and limits? -Is temporary storage available after accepting shipment? -What is the time limit on temporary storage? -Is the building owned or leased? -How much temporary working space is available (e.g., conference rooms, rack/connection testing, staging areas, deliveries)? -Uptime Tier Rating -What is the Tier rating(s) of the facility as measured by the Uptime Institute? -Is the data center certified by Uptime Institute or an alternate governing organization? -Government Services -Do you currently provide services to Government Agencies? If so, what Government Agencies? -What certifications are associated with hosting that Government Agency (e.g., FISMA rating)? -Operations & Maintenance -What is monitored (temperature, humidity, water, smoke, fire, etc.) and how does the facility respond to an event? -Does the data center have any facility monitoring systems (DCIM: Data Center Infrastructure Management)? If so, what is the system? How is the system available? -Are there any customization available with the DCIM? -Is the DCIM Monitoring and remote support available to Tenant and Hosting organization alike? -Do you provide a 24 x 7 Service Desk capability? -Disaster Recovery -What Disaster Recovery (DR) capabilities do you have along with other hosting facilities outside of the primary hosting facility? -Service Catalog -What services are offered by the vendor with a rough order of magnitude pricing? -What are the primary drivers for the data center costing? e.g., Physical Servers, Floor Sq. Ft, Power, and Cooling. -Please provide the Service Catalog and a DRAFT SLA. Please provide the long term plans for the facility, experience with supporting government operations, references to existing government customers, and its operational history to date. The DOI adheres to all National Institute of Standards and Technology (NIST) standards, guidelines and publications to ensure compliance with the Federal Information Security Management Act (FISMA) including NIST Special Publication 800-53 Revision 4 Recommended Security Controls for Federal Information Systems and Organizations and NIST 800-37 Special Publication 'Guide for Applying the Risk Management Framework to Federal Information Systems'. Costing - Rough Order of Magnitude Please provide your model to determine costs, including cost components and drivers, which may allow us to closely estimate CoLo costs based on the following costs structure/components: 1.Initial Costs - describe initial costs for CoLo service and how it ¿s calculated (e.g. physical space allocation, rack set up, initial power & network connections, etc.) 2.Recurring Costs - describe recurring cost components and how it ¿s calculated - recurring power use, network bandwidth use, etc. 3.Moves, Adds, Change Costs - how services are costed for changes later. For example, having to add or remove power, network bandwidth, floor space, etc. 4.In each of the different types of cost components above (1-4), please be sure to describe the context of how the costs are calculated including the cost items and units of those cost items, such as number of servers, number of racks, power KW, etc. 5.Please describe any optional charges associated with higher level of service (SLA, monitoring, etc.) including differences in level of service and cost differences. Based on the requirements below, provide a Rough Order of Magnitude (ROM) based on the 4 hosting options. (1) All DOI-owned and operated. The DOI uses its own equipment (e.g., servers) from its existing inventory that will be hosted at a commercial co-location facility. (2) All third-party. The DOI uses third-party data centers exclusively - either commercial data centers or non-DOI government data centers. (3) Mixed. The DOI partners with a third party to use a combination of DOI and third-party data centers. (Percentage based on most efficiency) (4) Open Solution/Other - DOI is open to new solutions. Provide alternate solutions that best fit DOI Requirements. Performance/SLA Metrics & History Please describe your standard Service Level Agreement (SLA) and options. In addition, please note your past performance history by providing the high, low, average, and mean service response times for meeting requested service such as initial set up, moves, adds, and changes. Please be advised that: -The acquisition strategy for any future procurements related to this RFI have not been determined at this time. -This is not a Screening Information Request or Request for Proposals of any kind; -The DOI is not seeking or accepting unsolicited proposals -The DOI will not pay for any information received or costs incurred in preparing the response to the RFI -Any costs associated with the response submittals are solely at the interested vendor's expense. SUBMISSION INSTRUCTIONS The DOI welcomes questions that help interested sources clarify any information contained in the RFI; however, the DOI does not intend to provide any greater level of detail about requirements than what is already included in this RFI. Interested sources should assume that the DOI has provided as much detail as is possible. Providers with the capability to provide the requirements referenced herein are invited to submit, in writing, information within the page limitation specified. This information should be responsive to the request for information as well as any technical questions, as indicated herein. Questions from Interested Providers All questions must be in writing, and shall be in electronic format in the attached Questions Template (Attachment 1), and submitted via email to the contracting office. All submissions must reference this RFI title. RFI Response Length and Format All interested Providers should construct responses as detailed herein in twenty-five (25) pages or less. Appended materials, such as Provider brochures or information, are permitted and will be excluded from the twenty - five (25) page limitation. A page is defined as an 8.5 inch by 11 inch sheet of paper with no less than one-inch margins on all four sides; All pages shall be single-spaced, single-sided, with a font no less than 12 points for text and no less than 10 points for tables and graphics; Spacing before and after the line shall be no less than 3 point; the following page types do NOT count towards the page limitations: -Cover Sheet -Section dividers -Blank pages, which must be marked "This page intentionally left blank" -Fold-outs shall be counted as the appropriate number of pages based upon an 8.5 inch by 11 inch sheet of paper; partial pages shall be rounded up (e.g., 1.5 pages will be treated as 2 pages.); Cover Sheet Information All responses must contain a cover sheet (NOT included in the page limitation) which includes: a) RFI Title; b) Vendor Company Name; c) Address; d) Name of the Point Of Contact; e) Email Address; f) Phone Number; g) Vendor DUNS Number; h) A list of all NAICs codes as identified in the vendor's Online Representations and Certifications Application (located in System for Award Management [SAM]); and i) Business Size for each NAICs code; j) List of all Company Socio-Economic status categories (small, 8(a), Women Owned, HUB-Zone, Service Disabled, Veteran Owned, etc. k) Company website address (URL) Additional Information All responses to this RFI (and any related correspondence, meetings, or presentations pertaining to the Provider's capabilities) are entirely at the Provider's expense. All costs associated with responding to this RFI will be solely at the interested party's expense. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Any information provided by industry to the Government as a result of this RFI is voluntary. Any information submitted in response to this RFI will become the property of the Government and will not be returned. Any material provided may be used in development of acquisition plans and any potential future RFQ. To the extent possible, all responses should be unclassified. All material provided (responses, discussions, questions/answers, and other data) that is not related to competition sensitive or contractor proprietary material may be provided (without attribution) to other respondents. Any proprietary information submitted must be clearly and separately identified and marked and will be appropriately protected. Such restrictions shall be clearly indicated on each sheet containing such information. The Government will NOT be responsible for any materials and information not clearly marked accordingly. The Government does not intend to make an award as a result of this RFI, it is for market research purposes only. The information provided in this RFI is subject to change and is not binding on the Government. This is not a solicitation for quotes, and/or quote abstracts. The Government will not accept any unsolicited quotations as a result of this RFI. Delivery of Responses RFI responses must be received no later than 2:00 p.m. Eastern Time, Monday, January 11, 2016. Responses must be submitted in electronic file. Please note it is the Provider's responsibility to ensure/verify that the Government receives their submission on or before the time specified. If the response is not received by Government, at the address identified below, on or before the date and time specified, the Provider's response may be considered late.
